Committees

In committees, Members undertake studies on departmental spending, legislation and issues related to their mandate, after which they report their conclusions to the House.

Committees

Upon dissolution, all business before committees is terminated and all committees, without exception, cease to exist until the House reconstitutes them following the election.

All orders of reference expire, and the Chairs and Vice-Chairs of all committees cease to hold office. Until committees are reconstituted in the first session of a new Parliament, they have no members.

The effect of dissolution upon committees is essentially the same as that of prorogation, although the government is no longer required to provide comprehensive responses to committee reports. In addition, all Committee orders, if any, for the appearance of witnesses or the production of papers become null and void.

To obtain further information about the effect of dissolution on committees, please consult the “Committee Lifespans” section of Chapter 20 of House of Commons Procedure and Practice, Third Edition, 2017, or the “Dissolution” section of Our Procedure.
