The Standing Committee on Aboriginal Affairs and Northern Development met in camera at 11:15 o'clock a.m. this day, in Room 536, Wellington Bldg., the Chair, Raymond Bonin, presiding.

Members of the Committee present: Claude Bachand, Robert Bertrand, Raymond Bonin, Margaret Bridgman, Paul DeVillers, John Duncan, John Finlay, Elijah Harper and John Murphy.

Acting Member present: George Rideout for Jack Anawak.

Associate Member present: Len Taylor.

In attendance: From the Research Branch of the Library of Parliament: Jane May Allain and Jill Wherrett, Research Officers.

Pursuant to Standing Order 108(2), the Committee proceeded to the consideration of future business.

It was agreed,--That the Budget of the Committee be approved.

It was agreed,--That reasonable living and travelling expenses be paid to two representatives from the Red Crow Community College, who appeared before the Sub-Committee on education on October 17, 1995.

It was agreed,--That the membership of the Sub-Committee on drafting the report on co-management of natural resources be Messrs. Anawak, Bachand, Duncan and Kirkby.

It was agreed,--That Justice Hamilton and Chief Phil Fontaine be invited to appear before the Committee.

At 12:05 o'clock p.m., the Committee adjourned to the call of the Chair.

The Standing Committee on Aboriginal Affairs and Northern Development met at 11:10 o'clock a.m. this day, in Room 208, West Block, the Chairman, Raymond Bonin, presiding.

Members of the Committee present: Jack Anawak, Claude Bachand, Raymond Bonin, Margaret Bridgman, Paul DeVillers, John Duncan, John Finlay and Elijah Harper.

Associate Members present: Gordon L. Kirkby and Len Taylor.

In attendance: From the Research Branch of the Library of Parliament: Jane May Allain and Jill Wherrett, Research Officers.

Witness: As individual: Hon. A.C. Hamilton, Fact Finder for Minister of Indian Affairs and Northern Development.

In accordance with its mandate under Standing Order 108(2), a study on land claims agreements.

Honourable A.C. Hamilton made an opening statement and answered questions.

It was agreed,--That reasonable living expenses be paid to the Honourable A.C. Hamilton who appeared on October 24, 1995.

The Standing Committee on Aboriginal Affairs and Northern Development met at 11:06 o'clock a.m. this day, in Room 306, West Block, the Chairman, Raymond Bonin, presiding.

Members of the Committee present: Claude Bachand, Raymond Bonin, John Duncan and John Finlay.

Acting Members present: Hedy Fry for Jack Anawak, Peter Adams for Paul DeVillers and Ovid Jackson for Elijah Harper.

In attendance: From the Research Branch of the Library of Parliament: Jane May Allain and Jill Wherrett, Research Officers.

Witnesses: From the Department of Aboriginal Affairs and Northern Development: John Watson, Regional Director General, British Columbia Region; Christine Cram, Director, Program Development and Claims Support Directorate; Brian Keogh, Acting Senior Counsel, Comprehensive Claims.

Pursuant to an Order of the House dated Monday, October 23, 1995, the Committee commenced its study on Bill C-107, An Act respecting the establishment of the British Columbia Treaty Commission.

John Watson made an opening statement and, with the other witnesses, answered questions.

From the Government of British Columbia: Lyle Viereck, Senior Negotiator, Provincial Team; Elizabeth Argyle, Solicitor, Ministry of Aboriginal Affairs.

Pursuant to an Order of the House dated Monday, October 23, 1995, the Committee resumed its study on Bill C-107, An Act respecting the establishment of the British Columbia Treaty Commission (See Minutes of Proceedings dated Thursday, October 26, 1995, Issue 34).

Alec C. Robertson made an opening statement, and answered questions.

Grand Chief Edward John made an opening statement and, with other witnesses, answered questions.

Lyle Viereck made an opening statement and, with the other witnesses, answered questions.

By unanimous consent, the Committee reverted to stood Clause 5, after debate thereon, the question being put on Clause 5, it was agreed to, on division.

By unanimous consent, the Committee reverted to stood Clause 22, after debate thereon, the question being put on Clause 22, it was agreed to, on division.

The Committee proceeded to the consideration of a supplementary Committee Budget.

At 10:46 o'clock a.m, the sitting was suspended.

At 10:50 o'clock a.m., the sitting resumed.

On motion of Herb Dhaliwal, it was agreed,--That the Chairman be authorized to request a supplementary budget of $15,000 for the remainder of the fiscal year ending March 31, 1996.

At 10:55 o'clock a.m., the Committee adjourned to the call of the Chair.
