Presenting Reports from Committees

Ms. Zarrillo (Port Moody—Coquitlam), from the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities, presented the 12th report of the committee, "Financialization of Housing". — Sessional Paper No. 8510-441-326.

Pursuant to Standing Order 109, the committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 67, 69, 72 to 74, 76 to 78 and 80) was tabled.


Mr. Dubourg (Bourassa), from the Standing Committee on Veterans Affairs, presented the 12th report of the committee, "National Strategy for Veterans Employment". — Sessional Paper No. 8510-441-327.

Pursuant to Standing Order 109, the committee requested that the government table a comprehensive response.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Zarrillo (Port Moody—Coquitlam), seconded by Mr. Masse (Windsor West), Bill C-360, An Act to establish a national strategy to reduce the amount of wasted food in Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Board of Internal Economy

The Speaker informed the House that, pursuant to the Parliament of Canada Act, R.S. 1985, sbs. 50(4), Ms. Gould (Leader of the Government in the House of Commons) has been appointed a member of the Board of Internal Economy to replace Mr. Holland (Minister of Health), Mr. MacKinnon (Gatineau) to replace Mr. LeBlanc (Minister of Public Safety, Democratic Institutions and Intergovernmental Affairs), and Mr. Gerretsen (Kingston and the Islands) to replace Mr. MacKinnon (Gatineau).

Government Orders

The order was read for the consideration at report stage of Bill C-34, An Act to amend the Investment Canada Act, as reported by the Standing Committee on Industry and Technology with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Mr. Rodriguez (Minister of Transport) for Mr. Champagne (Minister of Innovation, Science and Industry), seconded by Mr. Hussen (Minister of International Development), moved Motion No. 1, — That Bill C-34, in Clause 4, be amended

(a) by replacing lines 2 and 3 on page 3 with the following:

“notice for review under section 15 within 45 days after the certified date referred to in paragraph (a) or within the prescribed period,”

(b) by adding after line 16 on page 3 the following:

“(4) Paragraph 13(3)(b) of the Act is replaced by the following:

(b) in a case where the receipt contains the advice referred to in subparagraph (1)(b)(ii), no notice for review is sent to the non-Canadian pursuant to section 15 within 45 days after the certified date referred to in paragraph (1)(a) or within the prescribed period.”.

Mr. Rodriguez (Minister of Transport) for Mr. Champagne (Minister of Innovation, Science and Industry), seconded by Mr. Hussen (Minister of International Development), moved Motion No. 2, — That Bill C-34, in Clause 8, be amended

(a) by replacing line 11 on page 5 with the following:

“8 Paragraphs 17(2)(b) and (c) of the Act are replaced by the”

(b) by adding after line 17 on page 5 the following:

“(c) in the case of an investment reviewable pursuant to section 15, forthwith on receipt of a notice for review referred to in subparagraph 15(1)(b)(ii) or paragraph 15(2)(d).”.

Mr. Perkins (South Shore—St. Margarets), seconded by Mr. McLean (Calgary Centre), moved Motion No. 3, — That Bill C-34 be amended by deleting Clause 15.
