The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the Third Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your subcommittee met on Tuesday, December 6, 2022, to consider the business of the committee and agreed to make the following recommendations:

  1. That the committee issue a press release during the week of January 30, 2023 calling on Immigration, Refugees and Citizenship Canada (IRCC) to extend the measures allowing eligible Hong Kong residents to apply for an open work permit, which currently expires on Tuesday, February 7, 2023; that IRCC waive the requirement for eligible Hong Kong residents to provide a police certificate; that IRCC change the graduation requirement in Stream B to allow students who have graduated in the last 10 years to be eligible to apply.

  2. That the committee issue a press release condemning the persecution of minority Christians in all countries; and urges the Canadian government to provide assistance wherever possible to facilitate immigration of such individuals and families into Canada.

  3. That the committee begin its study of S-245, An Act to amend the Citizenship Act (granting citizenship to certain Canadians) on Friday, March 24, 2023 for two meetings prior to clause-by-clause consideration of the bill; the committee invite the co-sponsors for one hour, officials for two hours and witnesses for one hour to appear; that prioritized witness lists be provided to the clerk by Friday, March 10, 2023; and amendments to the bill be submitted to the clerk prior to noon on Friday, March 31, 2023.

At 1:08 p.m., the sitting was suspended.

At 1:10 p.m., the sitting resumed.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Friday, October 28, 2022, the committee resumed its study of the conditions faced by asylum-seekers.

The committee proceeded to give drafting instructions to the analysts for a draft report.

At 1:54 p.m., the committee adjourned to the call of the Chair.
