Pursuant to Standing Order 108(3)(i) and the motion adopted by the committee on Tuesday, June 6, 2023, the committee resumed its study of use of federal government research and development grants, funds, and contributions by Canadian universities and research institutions in partnerships with entities connected to the People’s Republic of China.

David Vigneault made a statement and, with Nicole Giles, Shawn Tupper, and Sébastien Aubertin-Giguère, answered questions.

At 5:29 p.m., the sitting was suspended.

At 5:35 p.m., the sitting resumed in camera.

The committee proceeded to give drafting instructions to the analysts for a draft report.

It was agreed, — That the deadline for the submission of briefs in relation to the study of the use of federal government research and development grants, funds, and contributions by Canadian universities and research institutions in partnerships with entities connected to the People’s Republic of China be Friday, December 8, 2023.

Pursuant to Standing Order 108(3)(i) and the motion adopted by the committee on Tuesday, February 14, 2023, the committee resumed its study of the Government of Canada’s graduate scholarship and post-doctoral fellowship programs.

The committee resumed consideration of a draft report.

It was agreed, — That the report be entitled: "Government of Canada’s Graduate Scholarship and Post-Doctoral Fellowship Programs".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 5:00 p.m. on Wednesday, December 6, 2023.

ORDERED, — That the Chair present the report to the House

ORDERED, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release for publication on the committee’s website and for distribution upon presentation of the report to the House.
The committee proceeded to the consideration of matters related to committee business.

At 6:34 p.m., the committee adjourned to the call of the Chair.
