Standing Committee on Access to Information, Privacy And Ethics (ETHI)

Mandate

The Standing Committee on Access to Information, Privacy and Ethics studies matters related to the Office of the Information Commissioner of Canada, the Office of the Privacy Commissioner of Canada and the Office of the Commissioner of Lobbying of Canada, and certain issues related to the Office of the Conflict of Interest and Ethics Commissioner.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee continued to meet in a hybrid format and continued its studies of questions of conflict of interest and lobbying in relation to pandemic spending and of protection of privacy and reputation on platforms such as Pornhub. The committee held four additional meetings with one witness in this period concerning the study of questions of conflict of interest and lobbying in relation to pandemic spending and held five additional meetings with an additional 19 witnesses in relation to the study of the protection of privacy and reputation on online video platforms such as Pornhub. The committee commenced consideration of the Main Estimates 2021-22, as well as a study on the use and impact of facial recognition technology with an opening meeting with the Privacy Commissioner. Additionally, the committee endorsed the reappointment of the Privacy Commissioner of Canada following the referral of the certificate of nomination to that effect. Finally, the committee presented three reports to the House in this period, with the first to report the Main Estimates 2021-2022, the second on the study of questions of conflict of interest and lobbying in relation to pandemic spending and the third concerning the study of protection of privacy and reputation on platforms such as Pornhub.

Standing Committee on Agriculture and Agri-Food (AGRI)

Mandate

The Standing Committee on Agriculture and Agri-Food studies bills, government activities and expenditures, and issues related to Canada’s agriculture and agri-food industry.

Summary of Committee Activity

From April 1 to August 15, 2021, the committee held 17 meetings. It completed its study of processing capacity and presented its fourth report, entitled Room to Grow: Strengthening Food Processing Capacity in Canada for Food Security and Exports, to the House on May 4. The committee continued its consideration of Bill C-206, An Act to amend the Greenhouse Gas Pollution Pricing Act (qualifying farming fuel) and reported it back to the House with amendments on May 12. Pursuant to the order of reference of the House of March 10, the committee considered Bill C-205, An Act to amend the Health of Animals Act. It held five meetings, heard from 28 witnesses, received 72 briefs on the topic and reported the bill back to the House with amendments on June 21. During this period, the committee also considered the Main Estimates 2021-22 and undertook a study of the environmental contribution of agriculture.

Standing Committee on Canadian Heritage (CHPC)

Mandate

The Standing Committee on Canadian Heritage studies the policies and programs of the Department of Canadian Heritage and the organizations within the portfolio. These organizations are active in the fields of arts, culture, heritage and sports.

Summary of Committee Activity

The committee met 25 times from April 1 to August 15, 2021. During this period, the committee completed its consideration of Bill C-10, An Act to amend the Broadcasting Act and to make related and consequential amendments to other Acts, with a further 21 meetings on the subject, including appearances from the Minister of Canadian Heritage and the Minister of Justice. The committee reported the Bill to the House with amendments on June 14. The committee presented its fourth report on April 27, for the study of the challenges and issues faced by the arts, culture, heritage and sport sectors during the COVID-19 pandemic. One meeting each was also allocated to the subjects of funding to locate the remains of Indigenous children buried on the grounds of former residential schools and educational publishing in Canada.

Standing Committee on Citizenship and Immigration (CIMM)

Mandate

The Standing Committee on Citizenship and Immigration studies matters related to immigration and citizenship. It has oversight of Citizenship and Immigration Canada and the Immigration and Refugee Board of Canada and monitors federal multiculturalism policy.

Summary of Committee Activity

The committee met 17 times between April 1 and August 15, 2021. The committee completed its study of the impact of COVID-19 on the immigration system and presented its report to the House on May 13. On June 2, the committee considered the Supplementary Estimates (A) 2021-22. The committee conducted a study of special immigration and refugee measures for the people of Hong Kong and presented its report to the House on June 8. The committee completed its study of the Labour Market Impact Assessment and presented its report to the House on June 22. The committee also studied rural municipalities and new immigrants, held four meetings on this study, and presented its report to the House on June 23.

Standing Committee on Environment and Sustainable Development (ENVI)

Mandate

The Standing Committee on Environment and Sustainable Development studies the programs and legislation of Environment and Climate Change Canada, Parks Canada and the Impact Assessment Agency of Canada, as well as reports of the Commissioner of the Environment and Sustainable Development.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee undertook a study of single use plastics, holding six meetings in which it heard from 26 witnesses. The committee then continued its study of the implementation of the enforcement of the Canadian Environmental Protection Act holding two further meetings and reported to the House on June 18. The committee also considered the Main Estimates 2021-22 with the appearance of the Minister of Environment and Climate Change and other witnesses. The committee also studied two bills. Bill C-12, An Act respecting transparency and accountability in Canada's efforts to achieve net-zero greenhouse gas emissions by the year 2050, on which it held eight meetings and heard from 47 witnesses, was reported back to the House with amendments on June 11. Bill C-230, An Act respecting the development of a national strategy to redress environmental racism, on which it held three meetings and heard from 14 witnesses, was reported back with amendments to the House on June 22.

Standing Committee on Finance (FINA)

Mandate

The mandate of the Standing Committee on Finance is to study and report on all matters relating to the mandate, management and operation of selected federal departments and agencies, including the Department of Finance and the Canada Revenue Agency, and to conduct pre-budget consultations.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee continued its study of COVID-19 spending, programs, and related monetary policy. The committee held seven additional meetings and heard from 50 additional witnesses. The committee also studied the Monetary Policy Report and the Economic and Fiscal Outlook, hearing evidence from the Governor of the Bank of Canada and the Parliamentary Budget Officer. During its study of Canada Revenue Agency’s efforts to combat tax avoidance and evasion, the committee held six meetings and heard from 20 witnesses, including the Law Clerk and Parliamentary Council, the Department of Finance and the Canada Revenue Agency. Furthermore, the committee considered Bill C-30, the Budget Implementation Act, 2021, No. 1 and reported it back to the House with amendments on June 7. In August, the committee held two meetings to study coming into force of Bill C-208, An Act to amend the Income Tax Act (transfer of small business or family farm or fishing corporation), hearing evidence from officials from the Department of Finance as well as from the Law Clerk and Parliamentary Counsel, a former Speaker of the House of Commons, a former Member of Parliament, the Canadian Federation of Agriculture and the Fédération de la relève agricole du Québec.

Standing Committee on Fisheries and Oceans (FOPO)

Mandate

The Standing Committee on Fisheries and Oceans studies and reports on matters related to the federal role in the management of Canada’s fisheries and the safeguarding of its waters.

Summary of Committee Activity

From April 1 to August 15, 2021, the committee held 16 meetings. During this period, the committee completed its study of the implementation of Mi’kmaq treaty fishing rights to support a moderate livelihood and presented its fourth report on May 13. The committee also presented its fifth report, entitled Pacific Salmon: Ensuring the Long‑Term Health of Wild Populations and Associated Fisheries, on June 21, after hearing from 46 witnesses on the subject, including the Minister of Fisheries, Oceans and the Canadian Coast Guard. The committee undertook a study of frozen-at-sea spot prawns and agreed to submit their recommendations to the Minister by way of a letter. The committee also undertook a study of corporate offshore licences which lasted two meetings.

Standing Committee on Foreign Affairs and International Development (FAAE)

Mandate

The Standing Committee on Foreign Affairs and International Development studies matters related to international affairs, including Canada’s foreign policy and development assistance. The government department under the committee’s scrutiny is the Department of Foreign Affairs, Trade and Development.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee continued its study of the vulnerabilities created and exacerbated by the COVID-19 pandemic and on June 10, the Chair presented the committee’s seventh report, which was an interim report on the rights of children. The committee completed its study of the granting of arms export permits, with the Chair presenting report number nine on the subject on June 21. The Chair also presented reports on the impact of COVID-19 on displaced persons from Venezuela and Myanmar and on the role of the Canadian Ombudsperson for Responsible Enterprise. In addition, the committee held several briefing sessions which included the current situation of Alexei Navalny, the current situation in Ukraine, the COVAX initiative and the current situation in Israel, the West Bank and Gaza. Finally, the committee held one meeting on the Main Estimates 2021-22.

During the same period, the Subcommittee on International Human Rights (SDIR) held 11 meetings. It undertook six briefings on the current human rights situations in six different regions: Hong Kong, the Philippines, Colombia, Turkey & Northern Syria, Iran and Afghanistan. The subcommittee initiated and held two meetings on a study of impacts of COVID-19 on human trafficking and modern slavery. During this period the subcommittee also held five meetings on its study of the role of the Canadian Ombudsperson for Responsible Enterprise, adopting a report in relation to this study on June 1.

Standing Committee on Government Operations and Estimates (OGGO)

Mandate

The Standing Committee on Government Operations and Estimates studies the effectiveness and proper functioning of government operations, including the estimates process and the expenditure plans of central departments and agencies.

Summary of Committee Activity

During the period from April 1 to August 15, 2021, the committee met 16 times. The committee held two meetings as part of its consideration of the Main Estimates 2021‑22, which culminated in its third report which was presented to the House of Commons on May 28. The committee also continued its study of the Nuctech security equipment contract and held three meetings. In relation to this study, the committee presented its fourth report to the House of Commons on June 16. The committee continued its study of the government’s response to the COVID-19 pandemic by holding seven meetings. It also held two meetings as part of its study of businesses owned by underrepresented groups and one meeting to begin a new study entitled Procurement Practices within Shared Services Canada. Finally, the committee held one meeting for each of the following studies: Supplementary Estimates (C) 2020-21, subject matter of Main Estimates 2021-22, Departmental Plan 2021-22 of the Treasury Board of Canada Secretariat, Departmental Plan 2021-22 of the Department of Public Works and Government Services, Departmental Plan 2021-22 of Shared Services Canada, and subject matter of Supplementary Estimates (A) 2021-22.

Mandate

The Standing Committee on Health studies issues that relate to Health Canada, including bills and regulations. It also has oversight of four health-related agencies, including the Canadian Food Inspection Agency and the Public Health Agency of Canada.

Summary of Committee Activity

From April 1 to August 15, 2021, the committee held 19 meetings. The committee continued its study on the emergency situation facing Canadians in light of the COVID‑19 pandemic. It heard from 127 witnesses and received 11 briefs. The committee also continued its study on the Patented Medicine Prices Review Board’s guidelines, heard from seven witnesses and received three briefs. Lastly, the committee studied the Main Estimates 2021-22 and the subject matter of the Supplementary Estimates (A) 2021‑22.

Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities (HUMA)

Mandate

The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities studies employment, labour, income security, skills development and disability issues, as well as programs administered by Employment and Social Development Canada. The committee also administers the Centennial Flame Research Award.

Summary of Committee Activity

From April 1 to August 15, 2021, the committee held 19 meetings and presented three reports to the House. The committee continued its study of urban, rural and northern Indigenous housing and on May 26, the Chair presented the committee’s fifth report to the House entitled Indigenous Housing: The Direction Home. During this period the committee also completed its study of the review of the employment insurance program and presented its sixth report entitled Modernizing the Employment Insurance Program to the House on June 17. The committee subsequently commenced its study of the impact of COVID-19 on seniors, hearing from 25 witnesses on this matter. During this period, the committee also dedicated one meeting for each of the following studies: 2014 Centennial Flame Research Award, the rapid housing initiative and the Order in Council appointment of Romy Bowers to the position of President of the Canada Mortgage and Housing Corporation. Pursuant to the order of reference from the House of May 26, the committee also considered Bill C-265, An Act to amend the Employment Insurance Act (illness, injury or quarantine) and reported it back to the House, without amendments, on June 21.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee held 19 meetings across six studies and one bill. The committee concluded its study of the subject matter of Bill C-15, An Act respecting the United Nations Declaration on the Rights of Indigenous Peoples, as well as its consideration of the said bill and reported it back to the House with amendments on April 26. The committee commenced studies of enforcement on First Nations reserves; sex trafficking of indigenous peoples; Truth and Reconciliation Commission Calls to Action 72-76; and Supplementary Estimates (A) 2021-22. The committee concluded its studies of Supplementary Estimates (A) 2021-22, food security in northern communities and enforcement on First Nations reserves, presenting its ninth, tenth and eleventh reports to the House on June 16.

Mandate

The Standing Committee on Industry and Technology studies and reports on legislation, the activities and spending of Industry Canada and its portfolio members, and other issues related to industry and technology capability; scientific research and development; telecommunications policy; investment, trade, small business and tourism; and rules and services that support the effective operation of the marketplace.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee continued its study of the proposed acquisition of Shaw Communications by Rogers Communications. The committee then held four meetings on a study of competitiveness in Canada. The committee also commenced a study on economic recovery from COVID-19. On June 16, the Chair presented the committee’s report on its study of front-line grocery store workers. The committee considered Bill C-253, An Act to amend the Bankruptcy and Insolvency Act and reported the bill back to the House with an amendment on June 21. That same day, the Chair also presented the committee’s report on its study of accessibility and affordability of telecommunications services. The committee then considered Bill C-272, An Act to Amend the Copyright Act (diagnosis, maintenance or repair) as well as holding one meeting on a study of the Order in Council appointment of Monique Gomel to the position of interim Chairperson of the Canadian Tourism Commission.

Summary of Committee Activity

From April 1 to August 15, 2021, the committee held 16 meetings and presented six reports to the House. The first of these reports, on the Main Estimates 2021-22, was presented on April 27. The second, entitled Canada and International Trade: An Interim Report Concerning the Impacts of the COVID-19 Pandemic and Beyond, was presented on May 13. The third was the final version of the report entitled Trade Between Canada and the United Kingdom: A Potential Transitional Trade Agreement and Beyond. The fourth, entitled Investor-State Dispute Settlement: Some Considerations for Canada, was presented on June 14. The fifth, entitled Reform of the World Trade Organization: Some Canadian Views and Priorities, was presented on June 18. Lastly, the committee reported Bill C-216, An Act to amend the Department of Foreign Affairs, Trade and Development Act (supply management), back to the House on June 22 without amendment. In addition, the committee heard from witnesses as part of its study on Canada’s exports of environmental and clean technology goods and services and its study on countervailing and antidumping duties on imports of Canadian softwood lumber.

Standing Committee on Justice and Human Rights (JUST)

Mandate

The Standing Committee on Justice and Human Rights studies the bills, policies, programs and spending of the Department of Justice and the six federal agencies related to its portfolio.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee completed its study of controlling or coercive conduct within intimate relationships and presented its ninth report on April 27. The committee then studied the impact of COVID-19 on the judicial system, holding two meetings in which it heard from 14 witnesses. Afterwards, the committee studied the Canadian victims bill of rights, holding two meetings and hearing from 12 witnesses. At the request of four members of the committee (S.O. 106(4)), the committee met to discuss their request to invite the Minister of Justice to respond to questions about the vetting of judicial appointments. The committee then studied the nomination of the Honourable Mahmud Jamal to the Supreme Court of Canada and heard from the Minister of Justice and the Right Honourable Kim Campbell. Finally, on June 23, the committee presented its 10th report, entitled Elder Abuse: Identifying the Issue and Combatting All Types of Abuse after holding seven meetings and hearing from 34 witnesses.

Standing Committee on National Defence (NDDN)

Mandate

The Standing Committee on National Defence studies the Department of National Defence and the Canadian Armed Forces, as well as the domestic, continental and international security environment.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee continued its study of addressing sexual misconduct issues in the Canadian Armed Forces, including the allegations against former Chief of the Defence Staff Jonathan Vance, hearing evidence from the Minister of National Defence, officials from the Department of National Defence, as well as former representatives from the Privy Council Office and the Office of the Prime Minister. The committee also heard from the National Defence and Canadian Armed Forces Ombudsman and the former National Security and Intelligence Advisor to the Prime Minister. A few meetings were suspended and then resumed over a period of several weeks. Three meetings were held to consider draft reports, but no reports were presented to the House during this period. Three meetings were held in response to a request by four members of the committee, pursuant to Standing Order 106 (4).

Mandate

Summary of Committee Activity

The committee held 17 meetings between April 1 and August 15, 2021. The committee considered Bill S-3, An Act to amend the Offshore Health and Safety Act and reported it back to the House without amendment on May 11. The committee completed its study of economic recovery in the forestry sector and presented its third report on May 25. The committee also concluded consideration of the Main Estimates 2021-22, as well as the Supplementary Estimates (A) 2021-22, and reported back to the House on May 31. The committee completed its study of critical minerals and associated value chains in Canada and presented its sixth report on June 17. The committee began a study of the low-carbon and renewable fuels industry in Canada, holding eight meetings and hearing from 46 witnesses.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee held 18 meetings. The committee continued its study of the government measures to protect and promote French in Quebec and in Canada. The committee also continued and concluded its study of the impact of the COVID-19 pandemic on the government’s ability to deliver information in both official languages and its study of the challenges of the parliamentary interpretation service in the context of the COVID-19 pandemic and presented a report for each of these studies. The committee held a briefing on the Government of Canada’s public reform document for the modernization of the Official Languages Act. The committee then undertook a study of the federal support for French-language or bilingual post-secondary institutions in a minority situation.

Mandate

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee held eight numbered meetings, however meeting No. 27, occurred over 14 different calendar days. During this period, the committee continued its study of the government’s reasons for proroguing Parliament in August 2020, culminating in the adoption of the committee’s report, entitled Report on the Government’s Report to Parliament: August 2020 Prorogation – COVID-19 Pandemic, covering the Prime Minister’s power to prorogue, as well as the circumstances involving the prorogation in August 2020. The committee also considered Bill C-19, An Act to amend the Canada Elections Act (COVID-19 response) and reported it back to the House with amendments on June 21.

Mandate

The mandate of the Standing Committee on Public Accounts is to review and report on the Public Accounts of Canada and all reports of the Auditor General of Canada.

Summary of Committee Activity

From April 1 to August 15, 2021, the committee held 17 meetings, undertook nine studies and presented nine reports to the House. On April 13, the committee received a briefing from the Office of the Auditor General of Canada concerning reports tabled in the House on March 25, by the Auditor General. The committee agreed to create a working group to begin the planning for the Canadian Council of Public Accounts Committees and Canadian Council of Legislative Auditors annual conference being hosted in Ottawa in 2022.

Standing Committee on Public Safety and National Security (SECU)

Mandate

The Standing Committee on Public Safety and National Security reviews legislation, policies, programs and expenditure plans of government departments and agencies responsible for public safety and national security, policing and law enforcement, corrections and conditional release of federal offenders, emergency management, crime prevention and the protection of Canada’s borders.

Summary of Committee Activity

During the period from April 1 to August 15, 2021, the committee met 16 times. The committee continued its study of systemic racism in policing in Canada, meeting six times and culminating in the presentation of its sixth report to the House on June 17. Following a briefing on the final report on the implementation of the Merlo Davidson settlement agreement in the previous period, the committee held one meeting to study the report and concurred the findings and recommendations contained therein as its seventh report presented to the House on June 22. The committee also concluded its study of the Parole Board of Canada and the circumstances that led to a young woman’s death, holding three meetings and presenting its eighth report to House on June 22. On May 5, the committee held a meeting at the request of four members of the committee (S.O. 106(4)) and agreed to undertake a study of ideologically motivated violent extremism. The committee commenced this study and held three meetings on this matter. Finally, the committee began a study of the current situation in federal prisons in relation to Correctional Service Canada’s response to COVID-19, the implementation and operation of structured intervention units and reports of sexual coercion and violence in federal prisons, holding two meetings.

Standing Committee on the Status of Women (FEWO)

Mandate

The Standing Committee on the Status of Women studies the policies, programs, expenditures and legislation of departments and agencies, including the Department for Women and Gender Equality, that conduct work related to the status of women.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee held 21 meetings. The committee completed its study of the implementation of the Pay Equity Act, hearing evidence from the Minister of Labour, the Pay Equity Commissioner, the Parliamentary Budget Officer and officials from the Department of Employment and Social Development, the Canadian Human Rights Commission and the Office of the Parliamentary Budget Officer. The committee presented its report on May 26. The committee completed its study of women’s unpaid work and presented a report to the House on June 9. The committee completed its study of the challenges faced by women living in rural, remote and northern communities in Canada and presented a report on June 15. The committee completed its study of eliminating sexual misconduct within the Canadian Armed Forces. The committee heard from 36 witnesses including numerous survivors. The committee presented its report on June 17. The committee considered the Supplementary Estimates (A) 2021-22 and presented its report on June 17. The committee conducted a study of midwifery services across Canada and submitted recommendations directly to provincial and federal counterparts on the issue. Finally, the committee began a study of eliminating hate crimes and violence against women and marginalized groups on June 22.

Mandate

The Standing Committee on Transport, Infrastructure and Communities primarily studies the legislation, policies and programs, and other issues of national importance related to transportation, infrastructure, and Canadian cities and communities, as well as the operations of Transport Canada and Infrastructure Canada.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee held one meeting on its study of the follow-up audit of rail safety. The committee then began a study of targeted infrastructure investment. On April 22, the Minister of Infrastructure and Communities appeared at committee for the Main Estimates 2021-22. The committee completed its study on the aircraft certification process and the Chair presented a report on June 9. The committee also concluded its study of the impact of COVID-19 on the aviation sector and the Chair presented a report to the House on June 16. The committee held two meetings on the government’s response to the Ukraine International Airlines flight 752 tragedy. The committee then commenced a study of railway safety.

Standing Committee on Veterans Affairs (ACVA)

Mandate

The Standing Committee on Veterans Affairs examines all matters relating to the mandate, management and operation of the Department of Veterans Affairs and of the Veterans Review and Appeal Board.

Summary of Committee Activity

During the period from April 1 to August 15, 2021, the committee held a total of 14 meetings. In its first meeting within this period, the committee commenced consideration of the Main Estimates 2021-22, which included an appearance by the Minister of Veterans Affairs. The committee reported them back to the House on April 16. The committee also held a meeting on Veterans Affairs Canada mental health care programs where it heard from four witnesses on the topic. It also resumed its study of supports and services to veterans’ caregivers and families where it heard from 21 witnesses and received two briefs. The committee also met to resume the draft consideration of the draft report on the impact of the COVID-19 pandemic on the financial health of veterans' organizations. The study of a strategy for commemorations in the 21st century, in which 21 witnesses were heard, commenced on April 28, whereas the study of service dogs for veterans, in which 18 witnesses were heard, commenced on May 12.

Mandate

The Liaison Committee deliberates on administrative matters relating to the standing committee system. The main responsibility of the Liaison Committee is to apportion funds to standing committees from the money allocated for that purpose by the Board of Internal Economy.

During the period of April 1 to August 15, 2021, the committee met once. It adopted its fourth report entitled Committee Activities and Expenditures – April 1, 2020 – March 31, 2021, which was presented to the House on June 11.
