LIST OF RECOMMENDATIONS

 

As a result of their deliberations committees may make recommendations which they include in their reports for the consideration of the House of Commons or the Government. Recommendations related to this study are listed below.

Recommendation 1

That the Government of Canada work with the provinces and territories to devote an appropriate portion of new health transfer funds to pediatric surgical backlogs.

Recommendation 2

That the Government of Canada work with the provinces and territories to increase mental health funding for children and devote an appropriate portion of the proposed mental health transfer to children.

Recommendation 3

That the Government of Canada work in collaboration with the provinces and territories to implement a national pediatric health human resources strategy, which would include increased access to team-based primary care.

Recommendation 4

That the Government of Canada work in collaboration with the provinces and territories to support expedited pathways to licensure and practice for internationally trained health care professionals.

Recommendation 5

That the Government of Canada, in consultation and collaboration with municipalities, provinces, territories, and Indigenous peoples, work to ensure that all schools (preschool, primary, secondary, and post-secondary) have the necessary resources in order to ensure both the early detection of mental health and substance use issues in children, and the capability to work with students, parents, and health care professionals to ensure that these mental health and substance use issues are addressed as effectively as possible.

Recommendation 6

That the Government of Canada work with the provinces, territories, and other stakeholders to ensure the greatest continuity of care possible for patients as they transition from adolescence to adulthood, including with respect to mental health and substance use supports.

Recommendation 7

That the Government of Canada work with the provinces and territories to implement child‑friendly pharmacare and policies to improve access to pediatric formulations, including the Pediatric Drug Action Plan and the National Strategy for Drugs for Rare Diseases.

Recommendation 8

That the Government of Canada work with the provinces and territories to implement the National Strategy for Drugs for Rare Diseases as soon as possible.

Recommendation 9

That the Government of Canada work with provinces and territories to ensure that all Canadian children have access to comprehensive dental care.

Recommendation 10

That the Government of Canada, in collaboration with the provinces and territories, work to support the expansion of a stepped‑care approach and an integrated youth services model, including peer supports, to ensure that children and youth across Canada have access to wrap‑around mental health and substance use services.

Recommendation 11

That the Government of Canada fully implement Jordan’s Principle.

Recommendation 12

That the Government of Canada ensure compliance with existing Human Rights Tribunal orders with respect to First Nations children.

Recommendation 13

That the Government of Canada implement the Spirit Bear Plan adopted by the Assembly of First Nations Chiefs in 2017.

Recommendation 14

That the Government of Canada work with the provinces and territories to implement a national school nutritious food program.

Recommendation 15

That the Government of Canada implement restrictions on the marketing of unhealthy food to children.

Recommendation 16

That the Government of Canada, in consultation and collaboration with municipalities, provinces, territories, and Indigenous peoples, continue to develop and implement policies for promoting healthy eating among children, including education and awareness programs, and increase access to healthy foods in schools and communities.

Recommendation 17

That the Government of Canada, in consultation and collaboration with municipalities, provinces, territories, and Indigenous peoples, continue to invest in programs and initiatives that promote physical activity and active lifestyles in children, including funding for sports and recreation facilities, community programs, and initiatives to increase physical activity in schools.

Recommendation 18

That the Government of Canada work with its partners to promote the safety and efficacy of routine childhood vaccination.

Recommendation 19

That the Government of Canada work with the provinces and territories to address social determinants of health, such as poverty, abuse, education, and systemic barriers.

Recommendation 20

That the Government of Canada repeal section 43 of the Criminal Code (currently allowing teachers, parents, and other guardians to use force against children).

Recommendation 21

That the Government of Canada, in consultation and collaboration with municipalities, provinces, territories, and Indigenous peoples, continue working to address the issue of online violence and bullying by developing policies and programs to promote online safety, including measures to prevent cyberbullying, support victims, and provide education and training on online safety to children, parents, and educators.

Recommendation 22

That the Government of Canada, in consultation and collaboration with municipalities, provinces, territories, and Indigenous peoples, provide funding for healthy relationship workshops and peer support programs for children, including programs that focus on healthy communication, conflict resolution, and positive relationships.

Recommendation 23

That the Government of Canada continue to implement the National Diabetes Framework.

Recommendation 24

That the Government of Canada continue ongoing work on a National Autism Strategy.

Recommendation 25

That the Government of Canada strengthen the Gender-based Analysis Plus process to ensure full consideration of the potential impacts of government policies and initiatives on children’s health.

Recommendation 26

That the Government of Canada establish, and ensure appropriate funding for, a national child and youth commissioner.

Recommendation 27

That the Government of Canada work with the provinces, territories, and Indigenous peoples, and consult with researchers, youth, and families, to develop a national pediatric health data strategy to facilitate the collecting and sharing of high-quality longitudinal and disaggregated data on children’s health indicators.
