The committee proceeded to the consideration of matters related to committee business.

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Monday, September 26, 2022, to consider the business of the committee and agreed to make the following recommendation:

That the Committee, at the discretion of the Chair, schedule its work in the following way:

  1. Pre-Budget consultations on Monday, October 3, 2022, and Wednesday, October 5, 2022;
  2. Bill C-228, An Act to amend the Bankruptcy and Insolvency Act, the Companies’ Creditors Arrangement Act and the Pension Benefits Standards Act, 1985 on Monday, October 17, 2022, and Wednesday, October 19, 2022;
  3. Pre-Budget consultations on Monday, October 24, 2022, and Wednesday, October 26, 2022;
  4. Bill C-241, An Act to amend the Income Tax Act (deduction of travel expenses for tradespersons) on Monday, October 31, 2022, and Wednesday, November 2, 2022.

That, if Bill C-30, An Act to amend the Income Tax Act (temporary enhancement to the Goods and Services Tax/Harmonized Sales Tax credit) is sent to the committee from the House, the above will be rescheduled in order to prioritize such Government Bills;

That, additional meetings for Bills C-228 and C-241 need be scheduled as need may be, at a later date;

That, if authorization to travel is given by the House, the Committee schedule its Pre-Budget Consultation travel during the last three weeks of November;

That a preliminary list of witnesses be sent to the Clerk by 5 pm on Wednesday, September 28, 2022, in order to prepare the meetings of October 3 and 5, 2022;

That, the Deputy Prime Minister and Minister of Finance be invited to appear any week the House of Commons is in session, either on Mondays from 3:30 to 5:30 p.m. or on Wednesdays from 4:30 to 6:30 p.m. before the Christmas adjournment, in relation to the Study on Inflation in the Current Canadian Economy;

That, in relation to the access to information request received by FINTRAC and communicated to the Committee on Thursday, July 7, 2022, the Committee instruct the clerk of the committee to authorize disclosure of the Committee documents contained in the said request.

That the clerk of the committee be authorized to grant access to the committee's digital binder to the offices of the whips of each recognized party.

On motion of Dan Albas, it was agreed, — That the report be amended by adding: “that the committee consider Bill C-30 on Monday, October 3, 2022, that the Deputy Prime Minister and Minister of Finance and officials be invited to appear, along with the Parliamentary Budget Officer”.

On motion of Gabriel Ste-Marie, it was agreed, — That the Committee invite the Governor of the Bank of Canada to appear before Friday, December 16, 2022.

The report, as amended, was adopted and reads as follows:

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, January 12, 2022, the committee resumed its study of study of inflation in the current Canadian economy.

Karl Littler, David Tougas and Martin Caron made statements and answered questions.

At 5:48 p.m., the sitting was suspended.

At 5:50 p.m., the sitting resumed.

Armine Yalnizyan, Sylvain Dubois and Timothy Ross made statements and answered questions.

At 6:34 p.m., the committee adjourned to the call of the Chair.
