Minutes of Proceedings
It was agreed, — that
On September 24, 2024, the Standing Committee on Agriculture and Agri-Food reviewed a report prepared by the Clerk in relation to the material facts stemming from the participation of witnesses before the Committee during studies. The Committee determined that the events in question were not related to Parliamentary privilege, and that steps were taken throughout the study by the Clerk to ensure access for witnesses to participate in the meetings. However, the committee seeks to reaffirm the importance of witnesses being treated with respect and that they are not subject to any form of intimidation or harassment outside of the Parliamentary precinct.The Chair presented the Seventh Report from the Subcommittee on Agenda and Procedure, which read as follows:
Your subcommittee met on Tuesday, September 17, 2024, to consider the business of the committee and agreed to make the following recommendations:
1. That the committee invite the Minister of Agriculture and Agri-Food and his officials to appear before the committee for no less than 2 hours, before November 11, 2024, in relation to his priorities for the return of parliament and his mandate; 2. That the committee undertake a study on Canada’s competitiveness for agricultural exports and imports in a world where a carbon import levy becomes a reality and explore revenue opportunities for farmers in a market where consumers demand a net-zero product, as adopted on February 8, 2024; That within this study, it also examine what is required of our local producers compared to imported products and, if necessary, make recommendations to ensure the reciprocity of standards; that this study be intitled “Impact of border carbon adjustments and reciprocity of standards on Canadian agriculture”; and that the committee set aside up to 6 meetings to hear from witnesses as part of this study; 3. That the committee explore the possibility of undertaking studies on intergenerational transfer, succession planning and capital gains, and on temporary foreign workers, in the agricultural sector; 4. And that the Chair, in collaboration with the clerk and the analysts, schedule the committee meetings accordingly.It was agreed, — That the Seventh Report from the subcommittee, as amended, be concurred in.
