| No. 5 — April 25, 2021 (8:47 a.m.) — The Minister of Labour — That, notwithstanding any standing order, special order or usual practice of the House, a bill in the name of the Minister of Labour, entitled An Act to provide for the resumption and continuation of operations at the Port of Montreal, be disposed of as follows: | No 5 — 25 avril 2021 (8 h 47) — La ministre du Travail — Que, nonobstant tout article du Règlement, ordre spécial ou usage habituel de la Chambre, il soit disposé de la manière suivante d'un projet de loi inscrit au nom de la ministre du Travail et intitulé Loi prévoyant la reprise et le maintien des opérations au port de Montréal : |
| (a) the bill be ordered for consideration at the second reading stage immediately after the adoption of this order; | a) l'étude à l'étape de la deuxième lecture du projet de loi soit entamée immédiatement après l'adoption de cet ordre; |
| (b) when the House begins debate at the second reading stage of the bill, two members of each recognized party and a member of the Green Party may each speak at the said stage for not more than 20 minutes, followed by 10 minutes for questions and comments, provided that members may be permitted to split their time with another member; | b) lorsque la Chambre entamera le débat à l'étape de la deuxième lecture du projet de loi, deux députés de chaque parti reconnu et un député du Parti vert puissent chacun prendre la parole à l'étape de la deuxième lecture pendant au plus 20 minutes, suivies de 10 minutes pour les questions et observations, pourvu que les députés puissent partager leur temps de parole avec un autre député; |
| (c) at the conclusion of the time provided for the debate at the second reading stage or when no member rises to speak, whichever is earlier, all questions necessary to dispose of the second reading stage of the bill shall be put without further debate or amendment, provided that, if a recorded division is requested, it shall not be deferred; | c) à la fin de la période prévue pour le débat à l'étape de la deuxième lecture ou lorsque plus aucun député ne se lèvera pour prendre la parole, selon la première éventualité, toute question nécessaire pour disposer de l'étape de la deuxième lecture soit mise aux voix sans plus ample débat ni amendement, pourvu que, si un vote par appel nominal est demandé, il ne soit pas différé; |
| (d) if the bill is adopted at the second reading stage, it shall be deemed referred to a committee of the whole, deemed considered in committee of the whole, deemed reported without amendment, deemed concurred in at report stage, and deemed read a third time and passed; | d) si le projet de loi est adopté à l'étape de la deuxième lecture, il soit réputé renvoyé à un comité plénier, réputé étudié en comité plénier, réputé avoir fait l'objet d'un rapport sans amendement, réputé adopté à l'étape du rapport et réputé lu une troisième fois et adopté; |
| (e) during consideration of the bill, the House shall not adjourn, except pursuant to a motion moved by a minister of the Crown; | e) pendant l'étude du projet de loi, la Chambre ne s'ajournera pas, sauf en conformité d'une motion proposée par un ministre de la Couronne; |
| (f) no motion to adjourn the debate may be moved except by a minister of the Crown; and | f) aucune motion d'ajournement du débat ne pourra être proposée, sauf par un ministre de la Couronne; |
| (g) upon completion of proceedings on the said bill, the House shall adjourn to the next sitting day. | g) à la fin des délibérations sur ledit projet de loi, la Chambre s'ajourne au prochain jour de séance. |
