The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That on Monday November 2, 2020, from 3:30 to 4:30 p.m. (ET), the committee invite the Honourable David McGuinty in relation to the National Security and Intelligence Committee of Parliamentarians Annual Report 2019; and that from 4:30 to 5:30 p.m. (ET), the committee invite the Correctional Investigator of Canada in relation to his annual report 2019-20.

It was agreed, — That on Monday November 2, 2020, from 6:30 to 8:30 p.m. (ET), the committee invite the minister of Public Safety and Emergency Preparedness to appear in relation to his mandate letter.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a review of gang activity in our communities, and its relation to drug trafficking and firearms on our streets; that as part of this study the committee seek to include a review of the programs that address the causes of youth gang involvement, while preventing recruitment and retention, and those that have successfully provided existing members to confront challenges and create a better future for themselves and their communities; that the committee study all sources of illegally diverted guns, including smuggling, straw purchasing, and theft; that all relevant experts and witnesses be invited; that the committee present its findings and recommendations to the House; and that pursuant to Standing Order 109, the committee request a comprehensive response to the report by the government.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study of sex offenders who committed violent crimes with a high risk of recidivism; that the Minister of Public Safety, the Parole Board of Canada and Correctional Services Canada be among those invited to appear; that the committee present its findings to the House; and that pursuant to Standing Order 109, the committee request a comprehensive response to the report by the government.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study of risk assessment and classification systems that are biased against Indigenous and Black inmates in high security prisons, longer incarcerations and limited access to programs and parole and immediate actions that could be taken to address, misclassification and over-representation in maximum security institutions and that the committee report its findings to the House.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study of the influence of hostile foreign entities in Canada and the abuse of Canadians by foreign national regimes in Canada and abroad; that the committee examine cases and evidence of hostile and distressed acquisition of Canadian assets by state owned enterprises, corrupt foreign regimes or organized crime organizations; that the committee hear from the RCMP and CSIS on the measures taken to prevent security violations of Canadians, of national and economic interests including theft or acquisition of sensitive technologies, and current measures and potential future actions to prevent state-backed and corporate espionage, intellectual property and trade secret theft; that the committee hold televised meetings to receive and hear evidence; that the committee present its findings and recommendations to the House; and that pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study on whether Correctional Service Canada is meeting its legal and constitutional obligations with respect to solitary confinement; and that the committee report its findings to the House.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study of the effectiveness of Canada's laws with respect to the elimination of criminal records for simple possession of cannabis; and that the committee report its findings to the House.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study of RCMP policies and practices with respect to the use of mass surveillance techniques and artificial intelligence and potential implications respecting privacy and civil liberties; and that the committee report its findings to the House.

At 6:20 p.m., the committee adjourned to the call of the Chair.
