Minutes of Proceedings
The Minister made a statement and, with MGen Trevor Cadieu, answered questions.
At 7:31 p.m., the sitting was suspended.
At 7:33 p.m., the sitting resumed.
The witnesses answered questions.
At 8:26 p.m., the sitting was suspended.
At 8:31 p.m., the sitting resumed.
It was agreed, — That the clerk of the committee write to the Hon. David McGuinty, Chair of the National Security and Intelligence Committee of Parliamentarians, to express the committees’ strong desire to hear from him, or alternatively, from another member of the National Security and Intelligence Committee of Parliamentarians, as part of its study of Canada-China relations.
On motion of Stéphane Bergeron, it was agreed, — That the clerk of the committee inform witnesses appearing before the committee that the House Administration support team must conduct technical tests to check the connectivity and the equipment used to ensure the best possible sound quality prior to their scheduled appearance; and that the Chair advise the committee, at the start of each meeting, of any witness who did not perform or passed the required technical tests.
On motion of Stéphane Bergeron, it was agreed, — That all documents submitted to the committee that do not come from a member’s office, a federal department or that have not been translated by the Translation Bureau be sent for prior linguistic review (concordance) by the Translation Bureau before being distributed to members.
Stéphane Bergeron moved, — That the text of any substantive motion, amendment or subamendment be distributed in writing in both official languages to all committee members before the committee can begin debate on it.
By unanimous consent, the motion was withdrawn.
Emmanuel Dubourg moved, — That any reference document that members share with the clerk of the committee or with the analysts in order to facilitate the committee’s work be distributed to all members of the committee, in both official languages.
Debate arose thereon.
Garnett Genuis moved, — That the motion be amended by replacing the words “in order to facilitate the committee’s work” with the words “, for it to be entered into evidence as part of a study,”.
The question was put on the amendment of Garnett Genuis and it was negatived on the following recorded division:
