Minutes of Proceedings
On motion of Rachel Bendayan, it was agreed, — That the committee tasks the analysts to prepare a letter from the committee to the Deputy Prime Minister for release after the Royal Assent of Bill C-4; and that the letter briefly summarize the testimony of witnesses and the recommendations made by witnesses for the Deputy Prime Minister to consider.
The committee commenced its clause-by-clause study of the Bill.
Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) was postponed.
The Chair called Clause 2.
On Clause 2,
Daniel Blaikie moved, — That Bill C-4, in Clause 2, be amended by adding after line 23 on page 1 the following:“Indigenous peoples of Canada has the meaning assigned by the definition aboriginal peoples of Canada in subsection 35(2) of the Constitution Act, 1982. (peuples autochtones du Canada)”
After debate, the question was put on the amendment of Daniel Blaikie and it was negatived on the following recorded division:

NAYS: Chandra Arya, Rachel Bendayan, Sukh Dhaliwal, Randeep Sarai, Terry Sheehan — 5.
Clause 2 carried.
By unanimous consent, Clauses 3 to 5 inclusive carried severally.
By unanimous consent, Clauses 6 to 212 inclusive carried severally.
Pursuant to the order adopted by the committee on Wednesday, January 29, 2020, the following amendment, submitted by Paul Manly for the consideration of the Committee, was deemed moved:
That Bill C-4 be amended by adding after line 40 on page 85 the following new clause:
“PART 2.1
Review
212.1 (1) Within two years after the day on which this section comes into force and every two years after that, a review of the socio-economic impacts of the Agreement on Canadians and on the Canadian economy, broken down by industry sector, is to be undertaken by the committee of the Senate, of the House of Commons or of both Houses of Parliament that may be designated or established for the purpose of the review.
(2) The committee is to submit a report containing any findings or recommendations that it considers appropriate to the House or Houses of Parliament of which it is a committee.”
