Luc Jarry, Tony Gull, Sam W. Gull and Jean Fernand Schiettekatte made statements and, with Robert Milot, answered questions.
At 4:35 p.m., the sitting was suspended.
At 4:39 p.m., the sitting resumed in camera.
It was agreed, — That, the Committee recommend the Standing Committee on Finance consider Amending Division 10 of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures, to:
- Require full reports prepared by the Management Advisory Board, per 45.18 (3), to be automatically provided to the Minister;
- encourage diverse representation on future iterations of the Management Advisory Board, including but not limited to women, Indigenous persons, persons with disabilities, members of the LGBTQ+ community, religious communities and visible minorities, and ensure that selection of board members is merit based;
- require that Gender-Based Analysis+, or any future program that may reasonably be viewed as its successor, be incorporated into the Management Advisory Board's work; and
- include in the mandate of the Management Advisory Board language referring to harassment and cultural change in reference to plans for transformation and modernization.
It was agreed, — That, the Clerk draft and distribute to Members a list of witnesses that declined to appear in relation to the study of cybersecurity in the financial sector as an economic security issue and that the list include a timeline of invitations and the witness’ reason(s) for declining to appear if provided.
It was agreed, — That, the Clerk issue re-invitations to witnesses that declined to appear in relation to its study of cybersecurity in the financial sector as an economic security issue on Wednesday, May 29, 2019; invitations be issued on a first come, first served basis; and, if applicable, the Clerk ask that the reason(s) for declining the invitation be provided.
