Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, March 23, 2017, the Committee resumed its study of Canada’s involvement in NATO.

Jamie Shea, Madeleine Moon, by videoconference from London, United Kingdom, and Rafal Rohozinski made statements and answered questions.

At 10:24 a.m., the sitting was suspended.

At 10:26 a.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, in relation to the Committee’s study on Canada and the Ukraine Crisis

(a) it came to the Committee's attention that, in relation to Stuart Wright's appearance before the Committee on Wednesday, October 25, 2017, in large part, his testimony substantially replicated a Mackenzie Institute paper, authored by Ian Litschko, entitled "Lights Out: An Examination of Cyber Attacks in Ukraine and the Baltic States";

(b) the Committee then obtained Mr. Litschko's paper, and considered it as a written submission before the Committee;

(c) the Committee then, as a result, chose to disregard Mr. Wright's evidence, and

(d) the Eighth Report of the Committee, which was presented in the House on Monday, December 11, 2017, was prepared and considered in a manner that reflects the preceding paragraphs.

It was agreed, — That a proposed budget in the amount of $9,200.00, for the study of Canada’s Contributions to International Peacekeeping be adopted.

The Committee proceeded to give drafting instructions to the analysts for a report.

At 10:48 a.m., the Committee adjourned to the call of the Chair.
