A Message was received from His Excellency the Governor General desiring the immediate attendance of the Commons in the Senate.

Accordingly, the Speaker, with the Commons proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that when the Commons had been in the Senate, he had, on their behalf, claimed their undoubted rights and privileges, especially that they may have freedom of speech in their debates, access to His Excellency's person at all seasonable times, and that their proceedings may receive from His Excellency the most favourable construction and that His Excellency the Governor General had been pleased to declare that He freely confides in the duty and attachment of the House of Commons to Her Majesty's Person and Government and, not doubting that their proceedings will be conducted with wisdom, temper and prudence, grants and upon all occasions will recognize and allow their constitutional privileges, and to assure the Commons that they shall have ready access to Him upon all occasions, and that their proceedings as well as their words and actions, will constantly receive from Him the most favourable construction.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Trudeau (Prime Minister), seconded by Mr. LeBlanc (Leader of the Government in the House of Commons), Bill C-1, An Act respecting the administration of oaths of office, was introduced and read the first time.

The Speaker reported that when the Commons was in the Senate, His Excellency the Governor General was pleased to make a speech to both Houses of Parliament.

Mr. Trudeau (Prime Minister), seconded by Mr. LeBlanc (Leader of the Government in the House of Commons), moved, — That the Speech from the Throne delivered this day by His Excellency the Governor General to both Houses of Parliament be taken into consideration later this day.

The question was put on the motion and it was agreed to.

By unanimous consent, it was resolved, — That the House, desiring to record its deep appreciation of the distinguished and faithful service of Audrey Elizabeth O'Brien as Clerk of the House of Commons, designate her as Clerk Emerita and an Honorary Officer of the House of Commons with an entrée to the Chamber and a seat at the Table.

The Speaker informed the House that the following Members have been appointed members of the Board of Internal Economy for the purposes and under the provisions of the Parliament of Canada Act, R.S. 1985, c. P-1, sbs. 50(2), namely:

— Mr. LeBlanc and Ms. Foote, members of the Queen's Privy Council;

— Mr. Leslie, representative of the government caucus;

— Mr. Scheer and Mr. Brown, representatives of the Conservative Party of Canada caucus;

— Mr. Julian, representative of the New Democratic Party caucus.

Pursuant to Standing Order 81, Mr. Brison (President of the Treasury Board), seconded by Mr. LeBlanc (Leader of the Government in the House of Commons), moved, — That the Business of Supply be considered at the next sitting of the House.

The Speaker informed the House that, pursuant to Standing Order 81(10)(b), a total of one day will be allotted for the Supply period ending December 10, 2015.

Pursuant to Standing Order 7(1.1), the motion “That Mr. Stanton (Simcoe North) be appointed Deputy Speaker and Chair of Committees of the Whole” was deemed to have been moved and seconded.

Mr. LeBlanc (Leader of the Government in the House of Commons), seconded by Ms. Wilson-Raybould (Minister of Justice and Attorney General of Canada), moved, — That the Standing Committee on Procedure and House Affairs be appointed to prepare and report lists of members to compose the standing and standing joint committees of this House; and that the Committee be composed of Larry Bagnell, Arnold Chan, David Graham, Ginette Petitpas Taylor, Ruby Sahota, Anita Vandenbeld, Randy Hoback, Scott Reid, Blake Richards and David Christopherson.

The question was put on the motion and it was agreed to.

The Order for the consideration of the Speech from the Throne delivered by His Excellency the Governor General to both Houses of Parliament was read.

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, until December 10, 2015, Standing Order 81 be amended as follows:

Section (5) be replaced with the following:

“Supplementary estimates shall be deemed referred to a Committee of the Whole House immediately after they are presented in the House. A Committee of the Whole shall consider and shall report, or shall be deemed to have reported, the same back to the House not later than one sitting day before the final sitting or the last allotted day in the current period.

On a day appointed by a Minister of the Crown, consideration of the supplementary estimates shall be taken up by a Committee of the Whole House immediately following the consideration of a motion under the provisions of Standing Order 83(3) and (4), for a period of time not exceeding three hours. During the time provided for consideration of the supplementary estimates pursuant to this paragraph, no quorum calls, dilatory motions, or requests for unanimous consent shall be received by the Chair; no Member shall be recognized for more than 15 minutes at a time and the Member shall not speak in debate for more than ten minutes during that period. The 15 minutes may be used both for debate and posing questions to the Minister of the Crown or a Parliamentary Secretary acting on behalf of the Minister. When the Member is recognized he or she shall indicate how the 15 minutes is to be apportioned. Furthermore, within each 15-minute period, each party may allocate time to one or more of its Members for speeches or for questions and answers, provided that, in the case of questions and answers, the Minister's answer approximately reflect the time taken by the question, and provided that, in the case of speeches, Members of the party to which the period is allocated may speak one after the other.

At the conclusion of the time provided for the consideration of the business pursuant to this section, the Committee shall rise, the estimates shall be deemed reported and the House shall immediately adjourn to the next sitting day.”; and

that, subject to the provisions of this Order, the Business of Supply shall otherwise be conducted in accordance with Standing Order 81..
