Minutes of Proceedings
It was agreed, — That the motions adopted on Tuesday, June 14, 2016, concerning the following budgets for travel in the amounts of $84,963.00, $89,138.00, and $67,225.00, in relation to the study of pre-budget consultations in advance of the 2017 budget, be rescinded.
Steven MacKinnon moved, — That, in relation to the study of the pre-budget consultations in advance of the 2017 budget, a proposed budget in the amount of $43,207.80, for the Committee’s travel to Québec, Québec; and Toronto, Ontario, be adopted, and that the Chair seek approval of these funds as soon as possible.
After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 4; NAYS: 3.
Steven MacKinnon moved, — That, in relation to the study of pre-budget consultations in advance of the 2017 budget, a proposed budget in the amount of $51,650.40 for the Committee’s travel to Fredericton, New Brunswick; Charlottetown, Prince Edward Island; and Halifax, Nova Scotia, be adopted, and that the Chair seek approval of these funds as soon as possible.
After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 4; NAYS: 3.
Francesco Sorbara moved, — That, in relation to the study of pre-budget consultations in advance of the 2017 budget, a proposed budget in the amount of $87,288.00 for the Committee’s travel to Kelowna, British Columbia; Edmonton, Alberta; Regina, Saskatchewan; and Winnipeg, Manitoba, be adopted, and that the Chair seek approval of these funds as soon as possible.
After debate, the question was put on the motion and the result of the vote was announced: YEAS: 4; NAYS: 4.
Whereupon, the Chair voted in the affirmative.
Accordingly, the motion was agreed to.
The Committee resumed consideration of the motion of Guy Caron, — That, pursuant to Standing Order 108(2), the Standing Committee on Finance undertake a study on the benefits and potential impacts of introducing a guaranteed minimum income, and that the Committee report its findings to the House by Friday, February 17, 2017.
After debate, the question was put on the motion and it was negatived on the following recorded division:

NAYS: Raj Grewal, Steven MacKinnon, Jennifer O'Connell, Robert-Falcon Ouellette, Francesco Sorbara — 5.
Steven MacKinnon moved, — Whereas the Income Tax Act has not been comprehensively reviewed in decades;
Whereas the issues of tax complexity, tax fairness, and the general effectiveness of the tax system are consistently cited by stakeholders and Canadians generally;
Whereas Canada requires a competitive tax system to foster a climate that propels innovation, job creation and overall long-term economic growth;
Be it resolved that, pursuant to Standing Order 108(2), the Standing Committee on Finance undertakes a comprehensive review of the Income Tax Act and the Canadian tax system and prepare a report.
After debate, the question was put on the motion and it was agreed to.
