At 8:45 a.m., Pierre Nantel took the Chair.
Bob Cox and Bernard Lord made statements and answered questions.
At 8:48 a.m., Larry Maguire took the Chair.
At 8:51 a.m., Hon. Hedy Fry took the Chair.
At 9:36 a.m., the sitting was suspended.
At 9:38 a.m., the sitting resumed.
Louis Audet and the Hon. Joseph Volpe made statements and answered questions.

By unanimous consent, it was agreed, — That the Committee proceed to sit in public.
Dan Vandal moved, — That, in the event of the adoption of Bill C-210 by the House at second reading, and upon referral to the Committee, it proceeds to the study of the Bill on the first hour of the meeting of Thursday, June 2, 2016 and report it to the House on Friday June 3, 2016.
Debate arose thereon.
Peter Van Loan moved, — That the motion be amended by replacing all the words after “study of the Bill” with the words “by hearing from witnesses for two (2) hours and that the witnesses lists be submitted to the Clerk no later than Thursday June 2, 2016.”.
After debate, the question was put on the amendment of Peter Van Loan and it was negatived, by a show of hands: YEAS: 3; NAYS: 6.
A point of order was raised regarding the procedural admissibility of the proposed motion of Dan Vandal in order to not prejudge of the result to come of the vote on Bill C-210 at second reading and referral to the Committee and to the effect that, the Order of Reference is not in front of the Committee.
RULING BY THE CHAIR
The Chair ruled the proposed motion admissible because it does not prejudge of the outcome of the vote on Bill C-210 at second reading and referral to the Committee. The motion tries to establish a potential agenda for the study of Bill C-210 in the event of a possible referral of it.
Whereupon, Peter Van Loan appealed the decision of the Chair.
The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained, by a show of hands: YEAS: 6; NAYS: 3.
The Committee resumed the debate on the motion of Dan Vandal.
After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.
At 11:01 a.m., the Committee adjourned to the call of the Chair.
