NCC Has Good Corporate Practices but Needs to Improve Risk Management

Ottawa, June 8, 2018 -

The National Capital Commission (NCC) did a good job of managing the Corporation and had good governance structures in place, but could do better regarding risk management practices, according to a report of the Standing Committee on Public Accounts presented today in the House of Commons by the Hon. Kevin Sorenson, Chair of the Committee.

On 19 June 2017, the Office of the Auditor General of Canada (OAG) issued a special examination report whose objective was to determine whether selected systems and practices were providing the NCC with reasonable assurance that its assets were safeguarded and controlled, its resources were managed economically and efficiently, and its operations were carried out effectively as required by section 138 of the Financial Administration Act.

The examination found that the NCC employed good corporate management practices for governance, strategic planning, and performance measurement and reporting. However, the study found weaknesses in risk management practices. The Corporation’s management and Board of Directors did not receive comprehensive risk information for decision making, nor did its annual corporate plan clearly describe the risk that it might not have sufficient resources to restore, maintain, and preserve its assets.

On 3 May 2018, the Committee held a hearing on this audit as well as the NCC’s detailed action plan. In this report, the Committee made two recommendations to help the NCC better address these concerns, to help ensure the National Capital Region and its federal properties continue to be a source of pride for Canadians, today and into the future.
