LIST OF RECOMMENDATIONS

 

As a result of their deliberations committees may make recommendations which they include in their reports for the consideration of the House of Commons or the Government. Recommendations related to this study are listed below.

Recommendation 1

That the Government of Canada develop a public awareness campaign that provides credible and reliable information about the potential harms associated with methamphetamine use and the risks posed by the toxicity of the illicit drug supply.

Recommendation 2

That the Government of Canada work with the Canadian Centre on Substance Use and Addiction and other relevant stakeholders to develop tools and interventions based upon the Kaiser Permanente and United States Centers for Disease Control and Prevention’s Adverse Childhood Experience Study to build resilience among children and youth.

Recommendation 3

That the Government of Canada, through Health Canada’s Substance Use and Addictions Program, provide targeted funding for healthy recreational community events in low-income communities where substance use is prevalent with the goal of promoting community resiliency and preventing harms associated with substance use.

Recommendation 4

That the Government of Canada host a national summit on substance use harm reduction that would bring together interested stakeholders and communities to promote public policy dialogue and share best practices in harm reduction initiatives.

Recommendation 5

That the Government of Canada, through the Public Health Agency of Canada and Health Canada, establish a harm reduction pilot project initiative focusing on approaches towards providing an uncontaminated supply of pharmaceutical grade methamphetamines, drawing on similar approaches currently available for opiate users.

Recommendation 6

That the Government of Canada, through the Public Health Agency of Canada, provide targeted funding to expand access to supervised inhalation sites and drug checking services.

Recommendation 7

That the Government of Canada, in collaboration with the provinces and territories, extend and substantially increase the funding available for long-term withdrawal management services and community-based and residential treatment and recovery services for substance use and addiction across the country.

Recommendation 8

That the Government of Canada immediately work with jurisdictions most affected by problematic methamphetamine use to improve access to psychiatric care for individuals experiencing primary or secondary psychosis resulting from methamphetamine use.

Recommendation 9

That the Government of Canada, in collaboration with the provinces and territories, and the Canadian Institute for Health Information, establish national standards and indicators to monitor and report on wait-times for accessing drug withdrawal management services and community-based and residential treatment services for substance use and addiction in each province and territory.

Recommendation 10

That the Government of Canada establish a separate funding stream through the Canadian Drugs and Substances Strategy for culturally-based substance use and addiction treatment programs and related social services for Indigenous peoples living in urban environments.

Recommendation 11

That the Government of Canada, as part of its national anti-stigma campaign, work with health professional associations and regulatory bodies to develop and implement anti-stigma training for health care providers to improve the care provided to individuals experiencing problematic substance use and addiction.

Recommendation 12

That the Government of Canada establish housing and social supports as a pillar of the Canadian Drugs and Substances Strategy and include Employment and Social Development Canada and the Canada Mortgage and Housing Corporation as partners in the implementation of this strategy.

Recommendation 13

That as partners of the Canadian Drugs and Substances Strategy, Employment and Social Development Canada and the Canada Mortgage and Housing Corporation work with Health Canada to ensure that Canada’s National Housing Strategy: A Place to Call Home and Opportunity for all-Canada’s First Poverty Reduction Strategy better meet the needs of individuals and communities experiencing problematic substance use.

Recommendation 14

That the Government of Canada, as part of Canada’s National Housing Strategy: A place to call home, request that the new National Housing Council, as proposed under clause 6(1) of the National Housing Strategy Act, Division 19, Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures; examine and make recommendations to improve access to supportive housing for individuals experiencing or recovering from problematic substance use and addiction.

Recommendation 15

That the Government of Canada, as part of Canada’s National Housing Strategy: A place to call home, include individuals experiencing or recovering from problematic substance use and addiction, as members of the new National Housing Council, as proposed under clause 8(3) of the National Housing Strategy Act, Division 19, Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures.

Recommendation 16

That the Government of Canada undertake an evaluation of Portugal’s approach to the decriminalization of simple possession of illicit substances and examine how it could be positively applied to Canada.

Recommendation 17

That the Government of Canada work with provinces, territories, municipalities and Indigenous communities and law enforcement agencies to decriminalize the simple possession of small quantities of illicit substances.

Recommendation 18

That the Government of Canada provide funding to expand access to drug treatment courts across Canada through the Canadian Drugs and Substances Strategy.

Recommendation 19

That the Government of Canada, through Health Canada and the Department of Justice, identify ways to ensure that criminal offenders with addictions to methamphetamine have access to drug treatment court programs funded through the Canadian Drugs and Substances Strategy.

Recommendation 20

That the Government of Canada increase access to substance use and addiction treatment programs for inmates in Canada’s federal corrections system.

Recommendation 21

That the Government of Canada provide additional funding to Health Canada to increase its capacity to analyse in a more timely manner illicit drugs seized by law enforcement agencies.

Recommendation 22

That the Government of Canada, through Health Canada, provide more comprehensive reports on the nature of the illicit drug supply based upon the department’s analysis of illicit drugs seized by law enforcement agencies.

Recommendation 23

That the Government of Canada provide funding through the Canadian Drugs and Substances Strategy for the development of evidence-based treatment guidelines for problematic methamphetamine use and addiction.
