The Chair presented the First Report from the Subcommittee on Agenda and Procedure.
Steven MacKinnon moved, — That the First Report from the Subcommittee on Agenda and Procedure be concurred in.
After debate, the question was put on the motion and it was agreed to.
The report reads as follows:
Your Subcommittee met on Monday, April 17, 2016, to consider the business of the Committee and agreed to make the following recommendations:
1. That the Committee invite officials from KPMG LLP to appear before the Committee on Tuesday, May 3, 2016, for a 90-minute televised meeting on the Committee’s study of Canada Revenue Agency’s efforts to combat tax avoidance and evasion, and that the last 30 minutes of that meeting be set aside for Committee Business.
2. That the Committee hear from the Honourable Minister of Finance and officials from the Department of Finance, on Thursday, May 5, 2016, for a televised, two-hour meeting on the Main Estimates 2016-17 (subject to confirmation from the Minister’s office).
3. That the week from May 9 to May 13, 2016, be set aside for a series of televised meetings to consider the budget implementation act.
4. That the Committee invite the Andrew Treusch, Commissioner and Chief Executive Officer, Canada Revenue Agency (CRA); Ted Gallivan, CRA Assistant Commissioner, Compliance Programs; Stéphanie Henderson, Manager, Offshore Compliance, and other relevant officials from the CRA, to appear before the Committee on Tuesday, May 17, 2016, for a 90-minute televised meeting on the Committee’s study of Canada Revenue Agency’s efforts to combat tax avoidance and evasion and that the last 30 minutes of that meeting be set aside to hear from officials from the Department of Justice on this same study.
5. That the Committee hear from the Honourable Minister of National Revenue on Thursday, May 19, 2016, for a two-hour televised meeting; That the first hour be devoted to the Committee’s study of Canada Revenue Agency’s efforts to combat tax avoidance and evasion, while the second hour be devoted to the Main Estimates 2016-17.
The Committee commenced its clause-by-clause study of the Bill.
Nicolas Zorn, France St-Hilaire and Michael Veall, by videoconference from Hamilton, Ontario, and Jack Mintz by teleconference from Toronto, Ontario, made statements and answered questions.
At 12:17 p.m., the sitting was suspended.
At 12:24 p.m., the sitting resumed.
On Clause 1,
Guy Caron moved, — That Bill C-2, in Clause 1, be amended(a) by replacing line 11 on page 1 with the following:
“(a) 14% of the amount taxable, if the amount”
(b) by replacing line 19 on page 1 with the following:
“22% of the amount by which the amount”
After debate, the question was put on the amendment of Guy Caron and it was negatived on the following recorded division:
YEAS: Guy Caron — 1;
NAYS: Dan Albas, Raj Grewal, Ron Liepert, Steven MacKinnon, Robert-Falcon Ouellette, Lisa Raitt, Ramesh Sangha, Francesco Sorbara — 8.
Clause 1 carried by a show of hands: YEAS: 5; NAYS: 4.
By unanimous consent, Clauses 2 to 10 inclusive carried by a show of hands: YEAS: 6; NAYS: 3.
The Title carried on division.
The Bill carried by a show of hands: YEAS: 5; NAYS: 4.
