PREFACE

On 6 February 2018, the House of Commons Standing Committee on Citizenship and Immigration (hereafter referred to as the Committee) adopted a motion to study the Immigration and Refugee Board of Canada (IRB). More specifically, the Committee examined the IRB’s processes for appointing and training decision-makers as well as for handling complaints against decision-makers.[1]

From 27 February to 26 April 2018, the Committee heard from 28 witnesses and received six written submissions.[2] The Committee would like to thank the officials from the IRB as well as all witnesses, including academics, lawyers and civil society organizations, for making themselves available to appear before the Committee.
