Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Raitt (Minister of Transport) for Mr. Oliver (Minister of Natural Resources), seconded by Mr. Valcourt (Minister of Aboriginal Affairs and Northern Development), Bill C-5, An Act to amend the Canada-Newfoundland Atlantic Accord Implementation Act, the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and other Acts and to provide for certain other measures, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Canada-Newfoundland Atlantic Accord Implementation Act, the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and other Acts and to provide for certain other measures”.


Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. McGuinty (Ottawa South), seconded by Mr. Garneau (Westmount—Ville-Marie), Bill C-544, An Act to amend the Auditor General Act (government advertising), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Government Orders

Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Van Loan (Leader of the Government in the House of Commons), seconded by Mr. Duncan (Minister of State), moved, — That, in relation to Bill C-4, A second act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures, not more than four further sitting days shall be allotted to the consideration at second reading stage of the Bill; and

That, 15 minutes before the expiry of the time provided for Government Orders on the fourth day allotted to the consideration at second reading stage of the said Bill, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and, in turn, every question necessary for the disposal of the said stage of the Bill shall be put forthwith and successively, without further debate or amendment.

The House resumed consideration of the motion of Mr. Flaherty (Minister of Finance), seconded by Mr. Gosal (Minister of State (Sport)), — That Bill C-4, A second act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures, be now read a second time and referred to the Standing Committee on Finance;

And of the amendment of Ms. Nash (Parkdale—High Park), seconded by Mr. Chisholm (Dartmouth—Cole Harbour), — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“this House decline to give second reading to Bill C-4, A second act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures, because it:

(a) decreases transparency and erodes democratic process by amending 70 different pieces of legislation, many of which are not related to budgetary measures;

(b) dismantles health and safety protections for Canadian workers, affecting their right to refuse unsafe work;

(c) increases the likelihood of strikes by eliminating binding arbitration as an option for public sector workers; and

(d) eliminates the independent Canada Employment Insurance Financing Board, allowing the government to continue playing politics with employment insurance rate setting.”.
