The Chair presented the First Report from the Subcommittee on Agenda and Procedure. The Report reads as follows:
Your Subcommittee met on Thursday, April 10, 2014, to consider the business of the Committee and agreed to make the following recommendations:
1. Study on Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.
That the Committee study this Bill as follows:
- May 1: meeting with officials (2 hours).
- May 6: appearance of the Minister of Finance and officials (2 hours).
- May 8: appearance of witnesses on Parts 1 to 4 of the Bill, inclusively (3 hours, 2 panels).
- May 13: appearance of witnesses on Part 5 of the Bill (3 hours, 2 panels).
- May 14: appearance of witnesses on Parts 5 and 6 of the Bill (3 hours, 2 panels).
- May 15: appearance of witnesses on Part 6 of the Bill (3 hours, 2 panels).
- May 27: appearance of witnesses or beginning of the clause-by-clause examination (to be determined).
- May 29: clause-by-clause examination.
- May 30: report to the House.
That the following motion be adopted:
That, when and if, Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, is referred to the Committee:
(a) the Chair of the Standing Committee write, as promptly as possible, to the Chairs of the following Standing Committees inviting those Standing Committees to consider the subject-matter of the following provisions of the said Bill:
(i) the Standing Committee on Industry, Science and Technology, clauses 175-192, 239-241, and 317-370;
(ii) the Standing Committee on Transport, Infrastructure and Communities, clauses 212-233 and 375;
(iii) the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities, clauses 242-251, 371-374, and 483-486
(b) each of the Standing Committees, listed in paragraph (a), be requested to convey recommendations, including any suggested amendments, in both official languages, in relation to the provisions considered by them, in a letter to the Chair of the Standing Committee on Finance, in both official languages, no later than 9 a.m. on Thursday, May 15, 2014;
(c) any amendments suggested pursuant to paragraphs (b) shall be deemed to be proposed during the clause-by-clause consideration of Bill C-31, and further provided that the members of the Standing Committee on Finance may propose amendments notwithstanding the recommendations received pursuant to paragraphs (b);
(d) the Committee shall proceed to clause-by-clause consideration of Bill C-31 no later than Thursday, May 29, 2014, provided that the Chair may limit debate on each clause to a maximum of five minutes per party, per clause;
(e) amendments to Bill C-31, other than the amendments deemed to be proposed pursuant to paragraphs (b), be submitted to the Clerk of the Committee before 9 a.m. on Friday, May 23, 2014 and distributed to members in both official languages; and
(f) if the Committee has not completed the clause-by-clause consideration of Bill C-31 by 11:00 p.m. on Thursday, May 29, 2014, all remaining amendments submitted to the Committee shall be deemed moved, the Chair shall put the question, forthwith and successively, without further debate on all remaining clauses and amendments submitted to the Committee, as well as each and every question necessary to dispose of clause-by-clause consideration of the Bill, as well as all questions necessary to report the Bill to the House and to order the Chair to report the Bill to the House as early as possible.
2. Youth Employment in Canada
That the Committee proceed with the consideration of the draft report for this study on June 3 and 5, and, if necessary, on June 10.
3. Main Estimates
That the Committee hear from officials regarding the 2014–15 Main Estimates on May 28 (2 hours).
4. Pre-Budget consultations 2014
That the Pre-Budget consultations open to the public be carried out as outlined in the proposal submitted by the Library of Parliament analysts (a document of no more than 2,000 words) and that details regarding the overall process be determined at a later date.
