The Standing Committee on Public Safety and National Security met at 3:31 p.m. this day, in Room 306, La Promenade Building, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Candice Bergen, Rosane Doré Lefebvre, Randall Garrison, Hon. Laurie Hawn, Ryan Leef, Rick Norlock, Jean Rousseau, Francis Scarpaleggia and Kevin Sorenson.

 

Acting Members present: Paul Calandra for Candice Bergen, Kerry-Lynne D. Findlay for LaVar Payne, Parm Gill for LaVar Payne, Phil McColeman for Hon. Laurie Hawn, Craig Scott for John Rafferty and Terence Young for Russ Hiebert.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 

Witnesses: Canada Border Services Agency: Sébastien Aubertin-Giguère, Executive Director, Risk Management and Foresight Division, Program Branch; Geoffrey Leckey, Director General, Intelligence and Targeting Operations. Toronto Police Service: Stephen Irwin, Inspector, Intelligence Division. Royal Canadian Mounted Police: James Malizia, Assistant Commissioner, National Security Criminal Investigations and Protective Policing Branch.

 
Pursuant to the Order of Reference of Tuesday, October 23, 2012, and the motion adopted by the Committee on Monday, November 5, 2012, the Committee resumed consideration of Bill S-7, An Act to amend the Criminal Code, the Canada Evidence Act and the Security of Information Act.
 

Geoffrey Leckey made a statement and, with Sébastien Aubertin-Giguère, answered questions.

 

At 4:22 p.m., the sitting was suspended.

At 4:23 p.m., the sitting resumed.

 

Assistant Commissioner Malizia and Inspector Irwin made statements and answered questions.

 

At 5:15 p.m., the sitting was suspended.

At 5:16 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the study of the Bill S-7, An Act to amend the Criminal Code, the Canada Evidence Act and the Security of Information Act, the proposed budget in the amount of $8,500 be adopted.

 

It was agreed, — That, in relation to the study of the economics of policing, the proposed budget in the amount of $31,400 be adopted.

 

It was agreed, — That, notwithstanding previous motions and due to previous meetings being cancelled, the Committee finish hearing from witnesses in regards to Bill S-7, An Act to amend the Criminal Code, the Canada Evidence Act and the Security of Information Act, on Monday, December 3 2012 and the Committee complete clause-by-clause consideration of Bill S-7 no later than Monday, December 10, 2012, and, if the clause-by-clause consideration has not been completed by 7:30 p.m. on Monday, December 10, 2012, that the Chair put all and every question necessary to dispose of this stage of the Bill forthwith and successively, without further debate, and then the Chair be ordered to report the Bill back to the House at the next available opportunity; and that amendments to Bill S-7 be submitted to the Clerk in both official languages before noon on Friday, December 7, 2012, and that these amendments be distributed to members in both official languages before the end of the day, and that the Committee invite the Honourable Vic Toews, Minister of Public Safety and Officials to appear at the meeting on Wednesday, December 5, 2012, regarding the Supplementary Estimates (B) 2012-2013, and that, if the Minister is not available, the Committee would still hear from portfolio officials and that this meeting be televised.
