The Standing Committee on Public Accounts met in a televised session at 3:38 p.m. this day, in Room 253-D, Centre Block, the Chair, David Christopherson, presiding.

Members of the Committee present: Malcolm Allen, Jay Aspin, Lysane Blanchette-Lamothe, Hon. Gerry Byrne, David Christopherson, Earl Dreeshen, Alain Giguère, Bryan Hayes, Daryl Kramp, Andrew Saxton and Bev Shipley.

Acting Members present: Scott Reid for John Williamson.

In attendance: Library of Parliament: Lindsay McGlashan, Analyst ; Alex Smith, Analyst.

Witnesses: Office of the Auditor General of Canada: Michael Ferguson, Auditor General of Canada; Wendy Loschiuk, Assistant Auditor General. As an individual: Tedd Wood, former Principal, Office of the Auditor General of Canada. Department of Public Safety and Emergency Preparedness: François Guimont, Deputy Minister; Lynda Clairmont, Senior Assistant Deputy Minister, National Security Branch; Robert Gordon, Special Advisor, Cyber Security, Canadian Cyber Incident Response Centre. Treasury Board Secretariat: Corinne Charette, Chief Information Officer; Colleen D'Iorio, Executive Director, Identity Management and Security. Communications Security Establishment: Toni Moffa, Deputy Chief, IT Security. Shared Services Canada: Benoît Long, Senior Assistant Deputy Minister, Transformation, Service Strategy and Design Branch.

Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Tuesday, February 5, 2013, the Committee commenced consideration of Chapter 3, Protecting Canadian Critical Infrastructure Against Cyber Threats, of the Fall 2012 Report of the Auditor General of Canada, referred to the Committee on Tuesday, October 23, 2012.

Michael Ferguson, François Guimont, Corinne Charette, Toni Moffa and Benoît Long made statements and, with Lynda Clairmont, Robert Gordon and Wendy Loschiuk, answered questions.

At 5:40 p.m., the Committee adjourned to the call of the Chair.
