     Honourable members of the committee, I see a quorum.
    I must inform members that the clerk of the committee can only receive motions for the election of the chair. The clerk cannot receive other types of motions, entertain points of order, or participate in debate.

[Translation]

    We can now proceed to the election of the chair.
    Pursuant to Standing Order 106(2), the chair must be a member of the government party.
    I am now ready to receive motions to that effect.

    I'd like to nominate my friend and colleague Greg Kerr.
    It has been moved by Ms. Adams that Mr. Kerr be elected as chair of the committee.
    Are there any further motions?
    Is it the pleasure of the committee to adopt the motion?
    (Motion agreed to)
    Ms. Christine Holke David: I declare the motion carried and Mr. Kerr duly elected chair of the committee.
    Some hon. members: Hear, hear!

[Translation]

    Ms. Christine Holke David: Before I invite Mr. Kerr to take the chair, if the committee is agreed, we will now proceed to the election of vice-chairs.

    Pursuant to Standing Order 106(2), the first vice-chair must be a member of the official opposition.
    I am now prepared to receive motions for the first vice-chair.
    Mr. Chicoine.

[Translation]

    I would like to nominate my friend and colleague Mr. Stoffer.
    It has been moved by Mr. Chicoine that Mr. Stoffer be elected first vice-chair of the committee.

    I'd be honoured to second that.

[Translation]

    Are there any further motions?
    (Motion agreed to)
    Ms. Christine Holke David: I declare the motion carried and Mr. Stoffer duly elected first vice-chair of the committee.

    Ms. Christine Holke David: Pursuant to Standing Order 106(2), the second vice-chair must be a member of an opposition party other than the official opposition.

    I am now prepared to receive a motion for the second vice-chair.
    Mr. Stoffer.
    I would like to nominate, on behalf of everyone here, Sean Casey, please.
    It has been moved by Mr. Stoffer that Mr. Casey be elected as second vice-chair of the committee.
    Is it the pleasure of the committee to adopt this motion?
    Yes. We'd like to second that, please.
    (Motion agreed to)
    I declare the motion carried and Mr. Casey duly elected second vice-chair of the committee.

    Ms. Christine Holke David: I now invite Mr. Kerr to take the chair.
    Thank you very much.
    Thank you for filling in today. It's nice to have you here.
    I have just a couple of matters. First, I'd like to welcome new members. I'd like to welcome everybody back, of course. I look forward to this year. We have two new members, Bryan Hayes and certainly Bob Zimmer.
    I think everybody on this side was here last year, am I correct?
    So mainly seasoned, but some new blood coming in; that's always a good thing.
