The Standing Committee on Aboriginal Affairs and Northern Development met at 3:33 p.m. this day, in Room 362, East Block, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Hon. Carolyn Bennett, Dennis Bevington, Ray Boughen, Rob Clarke, Linda Duncan, Jonathan Genest-Jourdain, Carol Hughes, LaVar Payne, Greg Rickford, Kyle Seeback, Chris Warkentin and David Wilks.

 

Acting Members present: Dan Albas for David Wilks and Joe Preston for LaVar Payne.

 

In attendance: Library of Parliament: Tonina Simeone, Analyst.

 

Witnesses: Atlantic Policy Congress of First Nations Chiefs Secretariat : John G. Paul, Executive Director. Mohawks of the Bay of Quinte: R. Donald Maracle, Chief; Todd Kring, Director of Community Infrastructure.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 1, 2011, the Committee resumed its study of Land-Use and sustainable economic development.
 

John G. Paul and R. Donald Maracle made statements and, answered questions.

 

At 5:10 p.m., the sitting was suspended.

At 5:12 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Carolyn Bennett moved, — That the Committee invite Chief Theresa Spence, Co-Manager Clayton Kennedy and members of the Council of Attawapiskat First Nation, Grand Chief Stan Louttit of the Mushkegowuk Tribal Council, Third Party Manager Jacques Marion of BDO Canada, and officials from Aboriginal Affairs and Northern Development Canada to appear before the committee and provide an update on the status of efforts to address the state of emergency confronting the community, no later than March 16, 2012.

Debate arose thereon.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

At 5:25 p.m., the sitting was suspended.

At 5:26 p.m., the sitting resumed in camera.

 

It was agreed, — That the Clerk of the Committee, in consultation with the Chair and the analyst, prepare a draft budget respecting the Committee's proposed travel to selected First Nations communities in Eastern Canada, in relation to its study of Land-Use and Sustainable Economic Development, for consideration by the Committee.

 

At 5:35 p.m., the Committee adjourned to the call of the Chair.
