Government Orders

The Order was read for the third reading of Bill S-5, An Act to amend the Motor Vehicle Safety Act and the Canadian Environmental Protection Act, 1999.

Ms. Finley (Minister of Human Resources and Skills Development) for Mr. Strahl (Minister of Transport, Infrastructure and Communities), seconded by Mr. Toews (Minister of Public Safety), moved, — That the Bill be now read a third time and do pass.

Debate arose thereon.

Pursuant to Order made Wednesday, December 15, 2010, the the Bill was deemed read the third time and passed.


The Order was read for the second reading and reference to the Standing Committee on Procedure and House Affairs of Bill C-12, An Act to amend the Constitution Act, 1867 (Democratic representation).

Mr. Fletcher (Minister of State (Democratic Reform)), seconded by Mr. Day (President of the Treasury Board and Minister for the Asia-Pacific Gateway), moved, — That the Bill be now read a second time and referred to the Standing Committee on Procedure and House Affairs.

Debate arose thereon.

Mr. Paquette (Joliette), seconded by Ms. Demers (Laval), moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the House decline to give second reading to Bill C-12, An Act to amend the Constitution Act, 1867 (Democratic representation), because the Bill would unacceptably reduce the political weight of the Quebec nation in the House of Commons and does not set out that Quebec must hold 25 percent of the seats in the House of Commons.”.

Debate arose thereon.

Notice of Motion

Mr. Baird (Leader of the Government in the House of Commons) gave notice of the intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days or hours for the consideration and disposal of the second reading of Bill C-12, An Act to amend the Constitution Act, 1867 (Democratic representation).
