Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Moore (Minister of State (Small Business and Tourism)), seconded by Mr. O'Connor (Minister of State), Bill C-57, An Act to amend the Agreement on Internal Trade Implementation Act and the Crown Liability and Proceedings Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

(Pursuant to Standing Order 79(2))

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Agreement on Internal Trade Implementation Act and the Crown Liability and Proceedings Act”.

Presenting Reports from Committees

Mr. Bernier (Beauce), from the Standing Committee on National Defence, presented the Fourth Report of the Committee, "The Effectiveness of Committees". — Sessional Paper No. 8510-403-141.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Davies (Vancouver Kingsway), seconded by Mr. Gravelle (Nickel Belt), Bill C-598, An Act to amend the Excise Tax Act (no GST on batteries for medical and assistive devices), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. Bachand (Saint-Jean), seconded by Mr. Dorion (Longueuil—Pierre-Boucher), moved, — That this House condemn the government’s decision to unilaterally extend the Canadian mission in Afghanistan to 2014, whereby it is breaking two promises it made to Canadians, one made on May 10, 2006, in this House and repeated in the 2007 Throne Speech, that any military deployment would be subject to a vote in Parliament, and another made on January 6, 2010, that the mission in Afghanistan would become a strictly civilian commitment after 2011, without any military presence beyond what would be needed to protect the embassy.

Debate arose thereon.
