The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in camera at 1:11 p.m. this day, in Room 237-C, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Hon. Irwin Cotler, Johanne Deschamps, Russ Hiebert, Wayne Marston, Scott Reid, Mario Silva and David Sweet.

 

In attendance: Library of Parliament: Melissa Radford, Analyst.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That the meeting scheduled on Wednesday, December 15, 2010 be cancelled.

 

It was agreed, — That the Subcommittee on International Human Rights:

1. Congratulates Liu Xiaobo on the award of the 2010 Nobel Peace Prize “for his long and non violent struggle for fundamental human rights in China”;

2. Pays tribute to Liu Xiaobo’s promotion of democratic reform and human rights in China, and the courage with which he has born repeated imprisonment by Chinese officials for exercising rights guaranteed under the Chinese Constitution;

3. States that in honouring Liu Xiaobo, it also honors all those who have promoted democratic reform in China, including those who participated in the 1989 Tiananmen Square demonstration for democratic reform;

4. Calls on Chinese officials to release Liu Xiaobo from prison, and to release his wife, Liu Xia, his supporters, and all signers of Charter 08 from detention and house arrest;

5. Calls on Chinese officials to cease censoring media and Internet reporting of the award of the Nobel Peace Prize to Liu Xiaobo and to cease their campaign of defamation against Liu Xiaobo; and

6. Urges the Prime Minister and the Canadian government to call for the release of Liu Xiaobo from prison, as well as the release of Liu Xia, Liu Xiaobo’s supporters, and all signers of Charter 08 from detention and house arrest.

 

It was agreed, — That the Subcommittee issue a press release stating its position on the fate of Liu Xiaobo.

 

It was agreed, — That the Subcommittee study the situation of North Korean refugees in China on Tuesday, February 1, 2011 and on Thursday, February 3, 2011.

 

It was agreed, — That the Subcommittee pursue its study of sexual assault on women and children in peacekeeping operations, in fragile states and/or in situations of conflict as well as its study of the treatment of sexual minorities in Uganda in the second and third week of February 2011.

 

At 2:04 p.m., the Subcommittee adjourned to the call of the Chair.
