The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in a televised session at 12:30 p.m. this day, in Room 237-C, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Hon. Irwin Cotler, Russ Hiebert, Wayne Marston, Scott Reid, Mario Silva and David Sweet.

 

Acting Members present: Jean Dorion for Johanne Deschamps.

 

In attendance: Library of Parliament: Melissa Radford, Analyst.

 

Witnesses: As an individual: Jürgen Creutzmann, Member of the European Parliament. Department of Foreign Affairs and International Trade: Elissa Golberg, Director General, Stabilization and Reconstruction Task Force Secretariat; Neil Reeder, Director General, Latin America and Caribbean; James Junke, Director, Human Rights Policy, Human Rights and Governance Policy Division; Adrian Norfolk, Director, Policy and Advocacy Division, Afghanistan Task Force; Donald Bobiash, Director General, Africa Bureau; Ken Macartney, Director General, South, Southeast Asia and Oceania.

 
Pursuant to Standing Order 108(2), and the motion adopted by the Subcommittee on Thursday, October 21, 2010, the Subcommittee resumed its study of Sexual Assault on Women and Children during Peacekeeping Operations, in Fragile States and/or in Situations of Conflict.
 

Jürgen Creutzmann made a statement and answered questions.

 

By unanimous consent, on motion of Mario Silva, it was agreed, — That an uniligual briefing document provided by Mr. Creutzman be distributed to the members of the Subcommittee today and that the French version of the document be distributed to the members of the Subcommittee next week.

 

At 1:11 p.m., the sitting was suspended.

At 1:13 p.m., the sitting resumed.

 

Elissa Golberg made a statement and, with Neil Reeder, James Junke and Adrian Norfolk, answered questions.

 

At 2:05 p.m., the sitting was suspended.

At 2:07 p.m., the sitting resumed in camera.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That the Subcommittee reserve the first two weeks of February to study the situation of North Korean refugees in China.

 

At 2:10 p.m., the Subcommittee adjourned to the call of the Chair.
