The Chair presented the First Report from the Subcommittee on Agenda and Procedure, as amended, which read as follows:
Your Subcommittee met on Tuesday, March 9, 2010, to consider the business of the Committee and agreed to make the following recommendations:
1. That, pursuant to Standing Order 108(3)(a)(i), the Committee commence a study of Standing Order 56.1 and invite the Speaker and the Clerk of the House of Commons to appear before the Committee at the earliest opportunity;
2. That, pursuant to its order of reference of Wednesday, March 3, 2010, the Committee study the Supplementary Estimates (C) 2009-2010: Vote 5c (House of Commons) under PARLIAMENT and that the Speaker and the Clerk of the House be invited to appear before the Committee for one hour on Thursday, March 18, 2010;
3. That, pursuant to Standing Order 108(3)(a)(vi), the Chief Electoral Officer be invited to appear before the Committee for one hour on Thursday, March 18, 2010;
4. That, pursuant to Standing Order 108(3)(a), the Committee undertake an immediate study of all relevant issues pertaining to prorogation, including the circumstances in which a request that Parliament be prorogued would be appropriate or inappropriate, and the nature of any rule-changes (either by way of the Standing Orders or legislation or both) that may be necessary to avoid any future misuse of prorogation;
5. That, pursuant to Standing Order 108(3)(a)(i), the Committee undertake a study of a review of the Referendum Act and that the evidence and documentation received by the Committee during the Second Session of the 40th Parliament related to this issue be taken into consideration by the Committee in this session.
