The Standing Committee on International Trade met in camera at 9:01 a.m. this day, in Room 362, East Block, the chair role, Lee Richardson, presiding.

 

Members of the Committee present: Dean Allison, Ron Cannan, John Cannis, Claude Guimond, Martha Hall Findlay, Ed Holder, Peter Julian, Gerald Keddy, Jean-Yves Laforest, Lee Richardson, Mario Silva and Brad Trost.

 

In attendance: Library of Parliament: Alexandre Gauthier, Analyst; Simon Lapointe, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 15, 2011, the Committee resumed its study of the AbitibiBowater settlement.
 

The Committee proceeded to give instructions to the analysts for the drafting of a report.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee proceed to sit in public.

 

At 9:19 a.m., the sitting was suspended.

At 9:24 a.m., the sitting resumed in public.

 

Peter Julian moved, — That the Standing Committee on International Trade recommend that Canada declare a reservation from Chapter 11 of the North American Free Trade Agreement (NAFTA) for all measures concerning water, including water in its natural state and as a public trust and that this be reported to the House.

Debate arose thereon.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 8.

 

At 10:02 a.m., the Committee adjourned to the call of the Chair.
