Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Fletcher (Minister of State (Democratic Reform)), seconded by Mr. Strahl (Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians), Bill C-30, An Act to amend the Parliament of Canada Act and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

Presenting Reports from Interparliamentary Delegations
Pursuant to Standing Order 34(1), Mrs. Glover (Saint Boniface) presented the report of the Canadian Branch of the Assemblée parlementaire de la Francophonie (APF) respecting its participation at the APF Network of Women Parliamentarians Seminar on the role of women parliamentarians in conflict resolution in the Francophonie and on the Convention on the Elimination of All Forms of Discrimination Against Women, held in Kinshasa, Democratic Republic of the Congo, on March 30 and 31, 2009. — Sessional Paper No. 8565-402-52-04.

Presenting Reports from Committees

Mr. Fast (Abbotsford), from the Standing Committee on Justice and Human Rights, presented the Fifth Report of the Committee (Main Estimates 2009-2010 — Votes 1, 5, 10, 15, 20, 25, 30, 35 and 50 under JUSTICE). — Sessional Paper No. 8510-402-63.

A copy of the relevant Minutes of Proceedings (Meeting No. 20) was tabled.


Mr. Miller (Bruce—Grey—Owen Sound), from the Standing Committee on Agriculture and Agri-Food, presented the First Report of the Committee "Potato Cyst Nematode in Quebec and Alberta". — Sessional Paper No. 8510-402-64.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 13 and 16) was tabled.


Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Wrzesnewskyj (Etobicoke Centre), seconded by Mrs. Simson (Scarborough Southwest), Bill C-381, An Act to amend the Criminal Code (trafficking and transplanting human organs and other body parts), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Wasylycia-Leis (Winnipeg North), seconded by Mr. Comartin (Windsor—Tecumseh), Bill C-382, An Act to amend the Excise Tax Act (no GST on literacy materials), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Motions

By unanimous consent, it was resolved, — That the House recognize the need to strengthen efforts to reduce and prevent tobacco contraband in order to protect public health, public revenue and public safety from the harms caused by high and growing levels of illicit trade of tobacco products.


Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Questions on the Order Paper

Pursuant to Standing Order 39(7), Mr. Lukiwski (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the returns to the following questions made into Orders for Return:

Q-90 — Mr. Bagnell (Yukon) — Since January 2006 to present date have Canadian aircraft responded to near border violations by foreign aircraft and, if so: (a) what was the date and location of each incident; (b) what was the response by Canadian aircraft, including the number of aircraft involved and the point of contact with the foreign aircraft; (c) was Canadian airspace actually breached and, if so, to what extent; (d) what was the country of origin of each of the implicated aircraft; (e) who ordered each of the interceptor flights and what was the rationale behind the threat risk; (f) what was the purported mission of each of the implicated foreign aircraft; (g) what was the outcome of each interception, the cost of each response mission, the damage to Canadian aircraft if any and what were the risks involved for the pilots; (h) for each incident, was a diplomatic note filed with the country in question and what was the response from the involved country; and (i) under the same criteria used above what is the response to any incursions or near incursions into Canadian territory by naval vessels or land based forces? — Sessional Paper No. 8555-402-90.

Q-91 — Mr. Bagnell (Yukon) — With regard to the Federal Student Work Experience Program (FSWEP), since 2006 for all 308 constituencies: (a) what are the names, address and contact information of employers that hired FSWEP students, (i) what is the number of students hired, (ii) what is the amount of money received by each student and by each employer; (b) what criteria are followed in order to hire a student; (c) what are the number of points scored by the employers receiving the students; (d) what is the number of students that moved on to further secondary or post-secondary studies; (e) what is the number of students hired that completed the FSWEP; (f) what is the exact amount of money spent per constituency for the program as broken down to actual hiring; (g) what are the program administration costs by the department; and (h) was the program cost on budget or over budget and to what extent? — Sessional Paper No. 8555-402-91.

The House resumed consideration of the motion of Ms. Raitt (Minister of Natural Resources), seconded by Mrs. Yelich (Minister of State (Western Economic Diversification)), — That Bill S-3, An Act to amend the Energy Efficiency Act, be now read a third time and do pass.

The Order was read for the second reading and reference to the Standing Committee on Aboriginal Affairs and Northern Development of Bill C-28, An Act to amend the Cree-Naskapi (of Quebec) Act.

Mr. Strahl (Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians), seconded by Ms. Verner (Minister of Intergovernmental Affairs, President of the Queen’s Privy Council for Canada and Minister for La Francophonie), moved, — That the Bill be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, Bill C-28, An Act to amend the Cree-Naskapi (of Quebec) Act, was read the second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.


The Order was read for the second reading and reference to the Standing Committee on Industry, Science and Technology of Bill C-27, An Act to promote the efficiency and adaptability of the Canadian economy by regulating certain activities that discourage reliance on electronic means of carrying out commercial activities, and to amend the Canadian Radio-television and Telecommunications Commission Act, the Competition Act, the Personal Information Protection and Electronic Documents Act and the Telecommunications Act.

Ms. Verner (Minister of Intergovernmental Affairs, President of the Queen’s Privy Council for Canada and Minister for La Francophonie) for Mr. Clement (Minister of Industry), seconded by Mr. Strahl (Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians), moved, — That the Bill be now read a second time and referred to the Standing Committee on Industry, Science and Technology.
