| M-347 — March 30, 2009 — Mr. Atamanenko (British Columbia Southern Interior) — That, in the opinion of the House, the government should: (a) adhere to paragraph 1 of the United Nations (UN) Resolution A/RES/62/30 and submit a report including views on the effects of the use of armaments and ammunition containing depleted uranium; (b) cease all deployment of military and civilian personnel in regions where uranium weapons have been, might have been, will be or might be used within the framework of future operations; (c) provide full information to military and civilian personnel on mission, as well as to professional organizations, about the probability that depleted uranium has been or might be used in their region of operation and to take sufficient protection measures; (d) fully support the establishment of an environmental inventory of depleted uranium contaminated areas, according to the specifications of paragraph 6 of a May 22, 2008, European Union resolution and include financial support for clean-up operations of affected areas; (e) call on all countries to abolish the use of depleted uranium weapons, and systematically halt production and procurement of this type of weaponry; (f) take a leading role in working, through the UN, towards an international treaty establishing a ban on the development, production, stockpiling, transfer, testing and use of uranium weapons as well as the destruction or recycling of existing stocks; and (g) forward this resolution through the Prime Minister to NATO, the NATO Parliamentary Assembly, the UN and the UN Environmental Programme, the European Organisation of Military Associations, the International Community of the Red Cross and the World Health Organization. | M-347 — 30 mars 2009 — M. Atamanenko (Colombie-Britannique-Southern Interior) — Que, de l’avis de la Chambre, le gouvernement devrait : a) adhérer au paragraphe 1 de la résolution A/RES/62/30 de l'Organisation des Nations Unies (ONU) et présenter un rapport contenant notamment des avis quant aux effets de l’utilisation d’armes et de munitions contenant de l’uranium appauvri; b) mettre un terme à tout déploiement de personnel civil et militaire dans des régions où des armes contenant de l’uranium ont été, peuvent avoir été, seront ou pourraient être utilisées dans le cadre d’opérations futures; c) fournir tous les renseignements au personnel civil et militaire en mission, de même qu’aux organisations professionnelles, concernant la probabilité de l’utilisation antérieure ou future d’uranium appauvri dans la région où se déroulent leurs opérations et prendre les mesures de protection suffisantes; d) appuyer la réalisation d’un inventaire environnemental des zones polluées par de l'uranium appauvri, selon ce qui est précisé au paragraphe 6 d’une résolution du 22 mai 2008 de l’Union européenne, et contribuer à un soutien financier pour les opérations de décontamination des zones polluées; e) inviter tous les pays à abolir l’utilisation d’armes contenant de l’uranium appauvri et mettre un terme systématiquement à la production et à l’achat de ce type d’armes; f) assumer un rôle de chef de file dans le cadre de l’ONU pour œuvrer à un traité international imposant l’interdiction du développement, de la production, du stockage, du transfert, de la mise à l’essai et de l’utilisation d’armes contenant de l’uranium et visant la destruction ou le recyclage des stocks existants; g) transmettre cette résolution par le truchement du Premier ministre à l’OTAN, à l’Assemblée parlementaire de l’OTAN, à l’ONU et au Programme des Nations Unies pour l’environnement, à la European Organisation of Military Associations, au Comité international de la Croix-Rouge, à la Communauté internationale de la Croix-Rouge et à l’Organisation mondiale de la santé. |
