The Standing Committee on Health met at 4:35 p.m. this day, in Room 269, West Block, the Chair, Joy Smith, presiding.

 

Members of the Committee present: Hon. Carolyn Bennett, Patrick Brown, Colin Carrie, Nicolas Dufour, Kirsty Duncan, Luc Malo, Cathy McLeod, Joyce Murray, Joy Smith, Tim Uppal and Judy Wasylycia-Leis.

 

Acting Members present: Tilly O'Neill-Gordon for Patricia Davidson.

 

Associate Members present: Carol Hughes.

 

In attendance: Library of Parliament: Sonya Norris, Analyst; Marlisa Tiedemann, Analyst; Karin Phillips, Analyst.

 

Witnesses: Public Health Agency of Canada: Theresa Tam, Director General, Centre for Emergency Preparedness and Response, Infectious Disease and Emergency Preparedness Branch; James Gilbert, Director General, Strategic Policy Directorate; Jane Allain, General Counsel, Legal Services; Frank Plummer, Scientific Director General, National Microbiology Laboratory.

 
Pursuant to the Order of Reference of Monday, February 23, 2009, the Committee commenced consideration of Bill C-11, An Act to promote safety and security with respect to human pathogens and toxins.
 

It was agreed, — That the Officials from the Public Health Agency of Canada be invited back on Thursday, March 5, 2009 to appear before the Committee during the second hour, from 4:30 to 5:30 p.m..

 

Theresa Tam made an opening statement, and with, Jane Allain, James Gilbert and Frank Plummer answered questions.

 

At 5:18 p.m., the sitting was suspended.

At 5:19 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Standing Committee on Health be granted an operational budget of $20, 100 for its study of Bill C-11, An Act to promote safety and security with respect to human pathogens and toxins.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
