The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:
Your Subcommittee met on Tuesday, March 24, 2009, to consider the business of the Committee and agreed to make the following recommendations:
1. That the Special Committee on Canada’s mission in Afghanistan meet in camera on April 2, 2009 to receive a briefing on how the Committee can obtain access to classified documents and information within the current legal structure and possible amendments to said legal structure to provide the Committee with the required access;
2. That the Special Committee focus on several issues between now and the time the House rises for the summer adjournment including:
on-going training for the Afghan National Army and the Afghan National Police;
the impact and change within the International Security Assistance Force command structure with the anticipated changes from the Obama Government; and
corruption in Afghanistan;
3. That the proposed operational budget in the amount of $98,700 be the budget for the Special Committee on Canada’s mission in Afghanistan for the 2009-10 fiscal year and that it be submitted to the Board of Internal Economy for approval as soon as possible;
4. That the Special Committee on Canada’s mission in Afghanistan travel to Washington, D.C., on April 22-23, 2009; that the Committee members be requested to use their travel points to travel from Canada to Washington where possible; that all members of the Committee participate in the proposed trip; and that the Clerks in consultation with the Chair prepare a travel budget accordingly;
5. That the Special Committee on Canada’s mission in Afghanistan travel to Afghanistan and Pakistan and that the Clerks in consultation with the Chair prepare a travel budget accordingly;
6. That the Special Committee on Canada’s mission in Afghanistan travel to Belgium, the Netherlands and London and that the Clerks in consultation with the Chair prepare a travel budget accordingly.
