The Standing Committee on Natural Resources met at 9:05 a.m. this day, in Room 253-D, Centre Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Omar Alghabra, Mike Allen, David Anderson, Catherine Bell, Leon Benoit, Ken Boshcoff, Claude DeBellefeuille, Richard Harris, Christian Ouellet, Lloyd St. Amand, Alan Tonks and Bradley R. Trost.

 

Acting Members present: Dennis Bevington for Catherine Bell.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst; Robert Dufresne, Analyst. House of Commons: Maxime Ricard, Procedural Clerk.

 

Witnesses: Nuclear Insurance Association of Canada: Colleen DeMerchant, Assistant Manager; Dermot Murphy, Manager. Canadian Nuclear Association: Murray Elston, President and Chief Executive Officer; Pierre A. Guimond, Director, Regulatory Affairs. Greenpeace Canada: Shawn-Patrick Stensil, Energy and Climate Campaigner. Municipality of Port Hope: Linda Thompson, Mayor. Walker Sorenson LLP: John Walker, Legal Counsel. Canadian Association of Nuclear Host Communities : Franklin Wu, Secretary-Treasurer.

 
Pursuant to the Order of Reference of Tuesday October 30, 2007, the Committee resumed consideration of Bill C-5, An Act respecting civil liability and compensation for damage in case of a nuclear incident.
 

Murray Elston and Dermot Murphy made statements and, with John Walker, answered questions.

 

At 10:06 a.m., the sitting was suspended.

At 10:08 a.m., the sitting resumed.

 

Linda Thompson and Shawn-Patrick Stensil made statements and, with Franklin Wu, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That for the first hour of the meeting on Thursday, November 29, 2007, the Committee hear testimony from additional witnesses on Bill C-5, and that the Committee commence clause-by-clause consideration of Bill C-5 in the second hour.

 

On motion of Catherine Bell, it was agreed, — The Standing Committee on Natural Resources calls on the Government to respond to the recommendations put forward in the Advisory Group Report: National Roundtables on Corporate Social Responsibility and the Canadian Extractive Industry in Developing Countries, and to announce any proposals for the implementation of these recommendations.

 

At 11:01 a.m., the Committee adjourned to the call of the Chair.
