Canada Border Services Agency must improve its risk management
Ottawa, May 26, 2008 -
The Canada Border Services Agency does not have an integrated risk management framework in place in order to best manage the balance between an open and secure border at the ports of entry into Canada, according to a report of the Standing Committee on Public Accounts tabled in the House of Commons today by Chair Shawn Murphy, MP.
The Office of the Auditor General conducted an audit to examine whether the Agency’s approach to border management is based on a risk assessment and whether it achieves the desired balance between an open border and a secure border for the entry of people and goods into Canada. The Committee was concerned that coordinating a risk strategy for the Agency as a whole was not a priority for the Agency.
In addition, the Committee raised the question of equitable treatment of carriers who are subject to random inspections. As the system now stands, there is little to stop a certain carrier being chosen for an examination time and time again for no reason other than being the next person in line.
The Committee firmly believes that the cost of random inspections should be borne by all and not the randomly chosen carrier.
The Committee looks forward to receiving updates from the Canada Border Services Agency as an assurance to Canadians that the Agency is appropriately managing risk.
