The Standing Committee on Veterans Affairs met at 11:04 a.m. this day, in Room 209, West Block, the Chair, Rob Anders, presiding.

 

Members of the Committee present: Rob Anders, Ron Cannan, Roger Gaudet, Hon. Albina Guarnieri, Betty Hinton, Gilles-A. Perron, Bev Shipley, Brent St. Denis, Peter Stoffer and David Sweet.

 

Acting Members present: Lui Temelkovski for Roger Valley.

 

In attendance: Library of Parliament: Michel Rossignol, Analyst.

 

Witnesses: Veterans Ombudsman: Patrick B. Stogran, Ombudsman.

 
Pursuant to Standing Orders 110 and 111, the Committee commenced consideration of the Order in Council appointment of Colonel Patrick B. Stogran to the position of Veterans Ombudsman which was referred to the Committee on Tuesday, November 13, 2007.
 

Patrick B. Stogran made a statement and answered questions.

 

At 12:37 p.m., the sitting was suspended.

At 12:43 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Brent St. Denis moved, — That the recently appointed first Veterans Affairs Ombudsman be sent a copy of the Veterans Affairs Committee testimony of the November 27th, 2007 meeting during which witnesses Jenifer Migneault and her husband Claude Rainville provided a case study in how difficult it seems for veterans diagnosed with Post-Traumatic Stress Disorder to access services. And further that at some appropriate time, as soon as possible after his office has been established and he has considered their testimony, the Ombudsman be asked to offer his comments and possible recommendations.

 

Gilles-A. Perron moved, — That the motion be amended by replacing the words “Post Traumatic stress Disorder” with the words “psychological injuries (PTSD)”.

Debate arose thereon.

 

After debate, the question was put on the amendment of Gilles-A. Perron and it was agreed to.

The motion, as amended, read as follows:
