The Standing Committee on Foreign Affairs and International Development met at 3:46 p.m. this day, in Room 371, West Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Diane Bourgeois, Bill Casey, Peter Goldring, Hon. Keith Martin, Alexa McDonough, Deepak Obhrai, Bernard Patry, Kevin Sorenson and Hon. Bryon Wilfert.

 

Acting Members present: Vivian Barbot for Francine Lalonde, Hon. Mark Eyking for Hon. Albina Guarnieri and Ted Menzies for Hon. Peter Van Loan.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal; James Lee, Analyst.

 

Witnesses: Royal Canadian Mounted Police: A/Commr Raf Souccar, Assistant Commissioner, Federal and International Operations; C/Supt David Beer, Director General, International Policing. Royal Military College of Canada: Jane Boulden, Canada Research Chair in International Relations and Security Studies, Department of Politics and Economics. As an individual: John W. Foster, Principal Researcher (Civil Society), The North-South Institute.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 10, 2006, the Committee resumed its study on Democratic Development.
 

John Foster and Jane Boulden made statements and answered questions.

 

At 4:50 p.m., the sitting was suspended.

At 4:53 p.m., the sitting resumed.

 

A/Commr Raf Souccar made a statement and, with C/Supt David Beer, answered questions.

 

Bernard Patry took the Chair at 4:58 p.m

Kevin Sorenson took the Chair at 5:01 p.m.

 

At 5:38 p.m., the Committee adjourned to the call of the Chair.
