The Standing Committee on Environment and Sustainable Development met in a televised session at 9:03 a.m. this day, in Room 237-C, Centre Block, the Chair, Bob Mills, presiding.

 

Members of the Committee present: Bernard Bigras, Nathan Cullen, Hon. Mark Eyking, Hon. John Godfrey, Luc Harvey, Marcel Lussier, Bob Mills, Pablo Rodriguez, Mario Silva, Maurice Vellacott, Mark Warawa and Jeff Watson.

 

Acting Members present: Francis Scarpaleggia for Hon. Mark Eyking.

 

Associate Members present: Dennis Bevington.

 

In attendance: Library of Parliament: Sam Banks, Analyst; Tim Williams, Analyst.

 

Witnesses: Canadian Lung Association: Kenneth H. Maybee, Vice-President; Barbara M. MacKinnon, Director, Environmental Research, New Brunswick Lung Association. Dupont Canada: Judith McKay, General Counsel. Industry Coordinating Group for CEPA: Jack Soule, Executive Director. Environmental Defence Canada: Aaron Freeman, Director, Policy. Canadian Environmental Law Association: Kapil Khatter. As an individual: Michael Teeter, Principal, Hillwatch Inc..

 

Participants present: Department of the Environment: Cynthia Wright, Associate Assistant Deputy Minister, Environmental Stewardship Branch. Department of Health: Paul Glover, Director General, Safe Environments Programme.

 
Pursuant to Standing Order 108(2) and section 343 of the Canadian Environmental Protection Act, 1999, the Committee resumed the statutory review of the Act - Assessment of substances and Managing substances.
 

Kenneth H. Maybee, Judith McKay, Jack Soule, Kapil Khatter and Michael Teeter made statements and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Nathan Cullen moved, — That the Committee schedule a one hour meeting on the Main Estimates.

 

After debate, the question was put on the motion and it was agreed to.

 

Pablo Rodriguez moved, — That proceeding on Bill C-288 commence on Thursday, October 26, 2006.

 

After debate, the question was put on the motion and it was agreed to on division.

 

At 11:05 a.m., the Committee adjourned to the call of the Chair.
