The Standing Committee on Environment and Sustainable Development met at 9:01 a.m. this day, in Room 112-N, Centre Block, the Chair, Bob Mills, presiding.

Members of the Committee present: Bernard Bigras, Nathan Cullen, Hon. Mark Eyking, Hon. John Godfrey, Luc Harvey, Marcel Lussier, Bob Mills, Mario Silva, Maurice Vellacott, Mark Warawa and Jeff Watson.

Acting Members present: Francis Scarpaleggia for Pablo Rodriguez.

In attendance: Library of Parliament: Tim Williams, Analyst ; Sam Banks, Analyst . House of Commons: Justin Vaive, Committee Clerk.

Witnesses: PollutionWatch: Hugh Benevides, Counsel, Canadian Environmental Law Association; Fe de Leon, Researcher, Canadian Environmental Law Association; Aaron Freeman, Environmental Defence Canada; Kapil Khatter, Director, Health and Environment. Canadian Fertilizer Institute: Clyde Graham, Vice-President, Strategy and Alliances. Canadian Chemical Producers Association: Gordon Lloyd, Vice-President, Technical Affairs.

Participants present: Department of the Environment: John Moffet, Acting Director General, Systems and Priorities. Department of Health: Paul Glover, Director General, Safe Environments Programme.

Pursuant to Standing Order 108(2) and section 343 of the Canadian Environmental Protection Act, 1999, the Committee resumed the statutory review of the Act: Managing substances - Use of the word toxic and the domestic substance list.

Gordon Lloyd, Clyde Graham, Hugh Benevides, Fe de Leon and Aaron Freeman made statements and, with the other witnesses, answered questions.

At 10:59 a.m., the Committee adjourned to the call of the Chair.
