The Standing Committee on Aboriginal Affairs and Northern Development met at 11:05 a.m. this day, in Room 269, West Block, the Chair, Colin Mayes, presiding.

 

Members of the Committee present: Harold Albrecht, Hon. Larry Bagnell, Rod Bruinooge, Jean Crowder, Nancy Karetak-Lindell, Marc Lemay, Yvon Lévesque, Colin Mayes, Hon. Anita Neville, Todd Norman Russell and Brian Storseth.

 

Acting Members present: David Tilson for Steven Blaney.

 

In attendance: Library of Parliament: Mary Hurley, Analyst; Tonina Simeone, Analyst.

 

Witnesses: Department of Justice: Christine Aubin, Counsel, Operations and Programs Section, Legal Services Unit. Congress of Aboriginal Peoples: Patrick Brazeau, National Chief. Department of Indian Affairs and Northern Development : Daniel Ricard, Director General, Litigation Management and Resolution Branch; Daniel Watson, Senior Assistant Deputy Minister, Policy and Strategic Direction.

 
Pursuant to the Order of Reference of Wednesday, February 21, 2007, the Committee resumed consideration of Bill C-44, An Act to amend the Canadian Human Rights Act.
 

Daniel Watson and Christine Aubin answered questions.

 

Patrick Brazeau made an opening statement.

 

The witnesses answered questions.

 

At 12:43 p.m., the sitting was suspended.

At 12:46 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jean Crowder moved, — That the Standing Committee on Aboriginal Affairs should invite the members of the Independent Blue Ribbon Panel to report on their findings and recommendations in regards to grants and contributions to First Nations, Métis and Inuit.

 

After debate, the question was put on the motion and it was agreed to.

 

Anita Neville moved, — That the Standing Committee on Aboriginal Affairs and Northern Development call Mr. (Professor) John Borrows to present his analysis of the cumulative impact of Aboriginal Case Law in Canada and its potential impact on Federal land claims policy development, the duty to consult and other Aboriginal policy development.

 

After debate, the question was put on the motion and it was agreed to.

 

At 12:55 p.m., the Committee adjourned to the call of the Chair.
