The Standing Committee on Transport met in camera at 3:34 p.m. this day, in Room 371 West Block, the Chair, Roger Gallaway, presiding.

 

Members of the Committee present: Dave Batters, Robert Carrier, Bev Desjarlais, Hon. Roger Gallaway, Jim Gouk, Hon. Jim Karygiannis, James Moore, Francis Scarpaleggia, Andrew Scheer and Caroline St-Hilaire.

 

Acting Members present: Navdeep Bains for Borys Wrzesnewskyj, Andy Savoy for Raymond Bonin and Alan Tonks for Raymond Bonin.

 

In attendance: Library of Parliament: John Christopher, Analyst; Allison Padova, Analyst.

 

Witnesses: Department of Transport: Jean Barrette, Director, Security Operations, Security and Emergency Preparedness; Brion W. Brandt, Director, Policy, Security and Emergency Preparedness; Rod Dean, Director General, Airport Programs; Valérie Dufour, Senior Policy Advisor, Assistant Deputy Minister's Office, Policy Group; Brigita Gravitis-Beck, Director General, Air Policy; Maria Pagliarello, Director, National Airports Policy.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing session on the Canadian Airports System.
 

Brigita Gravitis-Beck and Rod Dean made an opening statement and, with the other witnesses, answered questions.

 

At 4:32, the sitting was suspended.

At 4:36, the sitting resumed in camera.

 
Pursuant to Standing Order 108(2), the Committee resumed a briefing session on Hopper cars.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the Committee append to its report dissenting opinions from the Members of the Bloc Québécois and the New Democratic Party provided that they are no more than one page in length and submitted electronically to the Clerk of the Committee, no later than Thursday, February 17, 2005.

 

It was agreed, — That the Chair present the report to the House on Monday, February 21, 2005.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That in light of the statements made to the media by the Minister of Transport, the Standing Committee on Transport call upon the Minister not to anticipate the conclusions of the Committee’s study on liberalization of air transportation at a time when this study, requested by the Minister himself, is not yet complete.

 

It was agreed, — That the Committee travel to Halifax, and Saint-John from Wednesday, March 9, 2005 to Friday, March 11, 2005 and to Montréal and Toronto from Sunday, March 20, 2005 to Wednesday, March 23, 2005, in relation to its study on Canadian Airports System, Trucking Issues, and Port Security.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
