The Subcommittee on International Trade, Trade Disputes and Investment of the Standing Committee on Foreign Affairs and International Trade met at 3:32 p.m. this day, in Room 269 West Block, the Chair, John Cannis, presiding.

 

Members of the Subcommittee present: John Cannis, Hon. Marlene Jennings, Peter Julian and Ted Menzies.

 

Acting Members present: Johanne Deschamps for Pierre A. Paquette .

 

In attendance: Library of Parliament: Blayne Haggart, Analyst.

 

Witnesses: Executive Commission of the Mexican Action Network on Free Trade: Alejandro Villamar (Calderon), Professor at several Mexican Universities, Expert on Investor-State cases in Mexico. Common Frontiers: Rickard Arnold, Coordinator. KAIROS (Canadian Ecumenical Justice Initiatives): Rusa Jeremic, Program Coordinator. Réseau québécois sur l'intégration continentale: Rémi Bachand; Normand Pépin. Canadian Union of Postal Workers: Deborah Bourque, President, National President of the National Executive Committee. Canadian Labour Congress: Pierre Laliberté, Principal Economist.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on November 2, 2004, the Subcommittee resumed its study of Canada-U.S. Trade Issues - NAFTA Chapter 11.
 
Alejandro Villamar (Calderon) made a statement and answered questions by conference call.
 

The other witnesses made statements and answered questions.

 

At 5:23 p.m., the sitting was suspended.

At 5:26 p.m., the sitting resumed.

 

By unanimous consent, Peter Julian moved, — That the Subcommittee recommend to the Standing Committee on Foreign Affairs and International Trade that the Standing Committee undertake a comprehensive review of Chapters 11 and 19 of NAFTA before the NAFTA summit in Spring 2005.

Debate arose thereon.

 

Marlene Jennings moved, — That the motion be amended by deleting the words “before the NAFTA summit in Spring 2005”.

 

After debate, the question was put on the amendment of Marlene Jennings and it was agreed to.
