The Standing Committee on Government Operations and Estimates met in a televised session at 3:30 p.m. this day, in Room 237-C Centre Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Leon Benoit, Marc Godbout, Guy Lauzon, Diane Marleau, Pat Martin, Joe Preston, Francis Scarpaleggia and Paul Szabo.

 

Acting Members present: Gary Carr for Ken Boshcoff, Marlene Catterall for Ken Boshcoff, Pierre Poilievre for Randy White, Jean-Yves Roy for Marcel Gagnon and Benoît Sauvageau for Louise Thibault.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst; Tara Gray, Analyst.

 

Witnesses: Treasury Board of Canada Secretariat: Bill Austin, Assistant Secretary, Social and Cultural Sector. National Capital Commission: Marcel Beaudry, Chairman. Treasury Board of Canada Secretariat: Blair James, Executive Director, Government Operations Sector, Real Property and Material Policy Directorate. National Capital Commission: Gisèle Kelly, Director, Property Strategy and Leasing. Queensway-Carleton Hospital: Jeff Polowin, Chair, Board of Directors; Tom Schonberg, President and Chief Executive Officer. National Capital Commission: Richard Scott, Principal Regional Planner.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 19, 2005, the Committee commenced its study of the leasing agreement between the National Capital Commission and the Queensway-Carleton Hospital.
 

Jeff Polowin, Tom Schonberg, Blair James and Marcel Beaudry made statements and, with Bill Austin answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Joe Preston moved, — That the committee recommend to the government that they collect the one hundred nine thousand four hundred dollars ($109,400) in fines owed by Senator Paul Massicotte, resulting from his violation of section 14 of the Parliament of Canada Act prior to June 1, 2005 and that should he fail to forfeit the said amount within 30 days, the committee recommends that the government deduct the said amount from future rent payments on the Place de la Cite building in Gatineau Quebec.

 

After debate, by unanimous consent, the motion was allowed to stand.

 
Pat Martin gave the following notice of motion:

That the Committee notes that Alexis Nihon Real Estate Investment Trust have broken their contract with the Government and the Committee recommends that the Government therefore declare it's contract with Alexis Nihon Real Estate Investment Trust for 550 de la Cité null and void, for cause.

 
Pat Martin gave the following notice of motion:

That the Committee undertakes an examination of Senators doing business with the Government of Canada, including any contracts between the Government and Senators Massicotte and Eton; and that, based on this study, the Committee develops recommendations for the Government so that the Government avoids entering into business relationships with a senator that may place the senator in a conflict of interest.

 

At 5:53 p.m., the Committee adjourned to the call of the Chair.
