The Standing Committee on Environment and Sustainable Development met in a televised session at 9:06 a.m. this day, in Room 237-C Centre Block, the Chair, Alan Tonks, presiding.

 

Members of the Committee present: Bernard Bigras, Nathan Cullen, Brian Jean, David J. McGuinty, Yasmin Ratansi, Lee Richardson, Christian Simard, Alan Tonks, Jeff Watson and Hon. Bryon Wilfert.

 

Acting Members present: Francis Scarpaleggia for Hon. Denis Paradis.

 

In attendance: Library of Parliament: Tim Williams, Analyst; Kristen Douglas, Analyst.

 

Appearing: Hon. Stéphane Dion, Minister of the Environment.

 

Witnesses: Parks Canada Agency: Alan Latourelle, Chief Executive Officer. Department of the Environment: Trevor Swerdfager, Director General, Canadian Wildlife Service, Environmental Conservation Service.

 
Pursuant to the Order of Reference of Tuesday, October 26, 2004, the Committee commenced consideration of Bill C-7, An Act to amend the Department of Canadian Heritage Act and the Parks Canada Agency Act and to make related amendments to other Acts.
 

The Minister made a statement and, with the witness, answered questions.

 

It was agreed, — That the Committee commence clause-by-clause study of Bill C-7.

 

Clauses 1 to 3 inclusive carried severally.

 

On Clause 4,

 

Clause 4 carried on division.

 

Clauses 5 to 28 inclusive carried severally.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 
Pursuant to the Order of Reference of Tuesday, November 2, 2004, the Committee commenced consideration of Bill C-15, An Act to amend the Migratory Birds Convention Act, 1994 and the Canadian Environmental Protection Act, 1999.
 

The Minister made an opening statement and, with the witness, answered questions.

 

At 11:02 a.m., the Committee adjourned to the call of the Chair.
