The Standing Committee on Environment and Sustainable Development met at 11:07 a.m. this day, in Room 701 La Promenade Building, the Chair, Alan Tonks, presiding.

 

Members of the Committee present: Bernard Bigras, Nathan Cullen, Brian Jean, David J. McGuinty, Hon. Denis Paradis, Yasmin Ratansi, Christian Simard, Alan Tonks, Jeff Watson and Hon. Bryon Wilfert.

 

Acting Members present: Ed Komarnicki for Lee Richardson, Pierre Poilievre for Lee Richardson and Mark Warawa for Bob Mills.

 

In attendance: Library of Parliament: Tim Williams, Analyst.

 

Witnesses: Department of the Environment: Alex Manson, Acting Director General, Climate Change Bureau, Policy. Canadian Environmental Assessment Agency: Steve Burgess, Executive Director, Special Projects, Regional Liaison and Guidance. Department of Natural Resources: Sheila Riordon, Director General, Energy Policy Branch. National Energy Board: Robert Steedman, Professional Leader, Environment.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 23, 2004, the Committee resumed its study on Canada's Implementation of the Kyoto Protocol - Part I - Setting the Stage: The Current Situation.
 

The witnesses made statements and answered questions.

 

Jeff Watson moved, — That the Standing Committee on Environment and Sustainable Development request that the federal government appoint the Auditor General to provide external performance audits on environment related government foundations such as Sustainable Development Technology Canada.

Debate arose thereon.

 

Denis Paradis moved, — That the motion be amended by adding after the word “request” the following: “, after legal and technical advice has been provided to the Committee,”.

 

After debate, the question was put on the amendment of Denis Paradis and it was negatived, by a show of hands: YEAS: 3; NAYS: 7.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

 

At 1:05 p.m., the Committee adjourned to the call of the Chair.
